Job Description
Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data. Responsibilities Design engineering solutions and alternative design options to meet customer requirements and provide guidance to junior engineers in the design and development of engineering solutions. Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers. Support policies which aide in developing an organizational culture. Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or data innovation-related topics, including data futures, innovation, AI, and immersive technologies. Based on strategic direction from the Technical Director, DSG, create and fulfill activities to meet and adopt innovative and future capabilities for digital and data transformation. Recommend efforts to identify and prioritize the implementation of innovation activities to help the IC manage data throughout its future lifecycle. Bring enhanced collaboration on data innovation efforts to DPI's other components, develop and maintain key partnerships across P&C, ODNI, the IC, DoD, the Executive Branch, and between the IC and external partners to promote robust data management in the digital age. Requirements Conditions of Employment Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees. Qualifications Demonstrated ability to monitor trends in development, including the ability to assess the viability of competing technologies and recommend the adaption of emerging technologies. Demonstrated experience maintaining productive working relationships with IC elements, external partners and other USG stakeholders; proven expertise working in an interagency environment. Demonstrated ability to successfully support multiple projects, capabilities and strategies to promote innovative intelligence capabilities and national security programs. Demonstrated ability to think critically and strategically and understand complex intelligence, operations, and security issues. Proven track record interacting and collaborating with individuals from diverse professional backgrounds. Proven record of working effectively with others in a diverse, complex and evolving environment. Demonstrated ability to communicate clearly and simply, with the experience to effectively communicate organizational vision and align activity performance to the mission. Extensive IC experience in implementing innovative data capabilities to meet mission needs. Demonstrated ability to generate IC-wide performance metrics, coordinate, and integrate execution of implementation plans; oversee change management process. Desired Requirements: Extensive knowledge of design, development, and interconnectivity in problem analysis, structured analysis and design, and or programming techniques. Demonstrated ability to design and document system specifications and produce prototypes to demonstrate design. Extensive experience with data futures and IC innovation capabilities and efforts. Extensive experience supporting data capabilities, strategies, policies, and standards within the IC. Extensive experience developing strong collaborative partnerships with other elements, including serving in more than one IC element.
