The Connecticut Department of Banking is hiring! We are seeking a motivated and qualified individual for a new Innovation and Strategy Coordinator (Planning Analyst) position in Hartford, CT. The selected candidate will assist the Commissioner, General Counsel & Chief of Staff, and Division Directors by coordinating innovative initiatives, strategic planning, and special projects.

ABOUT US
The Connecticut Department of Banking (Department) is the primary state regulator for state-chartered banks and credit unions, securities, and consumer credit. Its mission is to protect users of financial services from unlawful or improper practices by ensuring regulated entities and individuals adhere to state banking, consumer credit and securities laws. The Department accomplishes this through regular, thorough, and cost-effective examinations of the entities it supervises. The Department also engages the public and other stakeholders through a variety of media platforms, educational outreach initiatives, and press communications.

ABOUT THE ROLE
The successful candidate will assist with and coordinate a wide variety of planning efforts, new initiatives, programs, and special projects. This required duties for this role may include, but will not limited to, the following:
  • Prepare and make presentations;
  • Identifying Department training and resource needs;
  • Researching emerging issues in the financial services and consumer credit industries;
  • Drafting memorandum and planning documents regarding initiatives, goals, and objectives;
  • Facilitating communication and coordination with internal stakeholders regarding Department-wide initiatives;
  • Coordinating new training initiatives and opportunities;
  • Performing all other assigned duties and responsibilities.
  • Interacting with external stakeholders, including other state agencies, regarding Department initiatives;
  • Onboarding, training, and implementing new hires and positions;
  • Recommending alternatives for action to the Commissioner, General Counsel & Chief of Staff, and Division Directors;
  • Monitoring and evaluating programs and initiatives; and

Selection Plan

These positions will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules. PURPOSE OF JOB CLASS (NATURE OF WORK)

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
  • A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience drafting documents including training procedures for an organization.
  • Experience assisting with strategic planning for an organization.
  • Experience managing projects including implementing new initiatives for an organization.
  • Experience within the financial services or consumer credit industries, or government agency.
  • Experience implementing change within an organization.
