Job Description

Duties

This position is located under the Office of Enforcement Programs and Services, National Tracing Center Division, Tracing Operations and Records Management Branch in Martinsburg, WV.

The primary purpose of this position is to manage a full suite of EPS systems and applications that are consolidated under either the Firearms Integrated Technology (FIT) portfolio or the Firearms Tracing Applications (FTA) portfolio.

As an Information Technology Specialist (Systems Analysis) GS-2210-14 your typical work assignments may include:

  • Responsible for working with ORACLE and/or Microsoft SQL Server databases and utilizing tools such as; SQLPLUS, PL/SQL, SQL Developer, DISCOVERER, Toad, the SQL Server Management Studio (SSMS), and/or Business Intelligence tools to produce complex queries. These scripts are utilized to extract pertinent information from various database schemas in order to; monitor data quality, evaluate operational proficiency and workflow processes, track established performance measures, conduct in-depth analysis, respond to FOIA requests and Congressional inquiries, and prepare studies, surveys, reports briefing, etc. Documented experience in programming languages.
  • Serves as a subject matter expert and team lead for various projects involving the development of or maintenance of strategic systems for the Bureau's IT initiatives and goals. Participates in studies to ensure short-term initiatives are consistent with long-range operational goals of the Bureau. Performs all aspects of planning for assigned information systems projects, including the development of business cases with cost-benefit analyses, and conducts detailed conversion studies and alternatives analyses. Develops and manages project schedules for assigned projects. Ensures project schedules are met, monitors costs, and reviews overall progress and accuracy.
  • Serves as an IT Specialist (Systems Analyst), assigned to a specific Division within the Office of Enforcement Programs and Services. Responsible for performing a wide variety of complex systems analysis and support services as well as assisting in the long-range planning functions relative to the respective Division. Serves as the local system/database administrator in trouble-shooting a wide array of complex technical issues and problems to include user connectivity issues, unexpected error messages, server problems, database issues and periodic system outages.
  • Responsible for assisting in the planning and coordination of all requests for system enhancements, review and approval of all associated system documentation to include security documents, assisting with the testing and acceptance of new builds, and ensuring system deployments are successfully implemented. Provides guidance and serves as the technical POC/liaison to OST's Information Services Division and the contract support staff to ensure that proposed system enhancements and application consolidation efforts meet the needs of the end users and comply with established DOJ, ATF and EPS protocols, procedures and objectives. Provides technical input and advice regarding systems interoperability, database schemas and table structure.

Qualifications

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:

  • Developing stored procedures, queries, and reports in support of operations.
  • Developing database scripts in both, ORACLE and SQL Server; AND
  • Programming languages, such as Java, Visual Basic, C++, Perl, Python, Javascript, Shell scripting, and/or equivalent languages; AND
  • Ensuring systems quality and functionality in delivering software services; AND
  • Designing and evaluating new software applications and technologies; AND

Basic Requirements

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
