Position Description

The City of Tacoma Information Technology department is hiring a highly motivated and detail-oriented individual to join our dynamic team as a GIS Data Analyst. In this role, you will be responsible for managing and analyzing geospatial data. Major initiatives include increasing affordable housing, operationalizing our award-winning Equity Index and integrating with other platforms to better map city assets.
This is an entry-level position that provides an excellent opportunity to grow and develop GIS skills under the direction of our highly supportive GIS Supervisor and Lead, while doing meaningful and impactful work. They will play an important role in utilizing GIS to support the City's Racial Equity Action Plans (REAPs), reach vulnerable populations and promote equity.
We are looking for someone interested in maintaining the integrity of GIS data and analyzing this data to create and visualize interesting insights. All this while collaborating at various levels with the GIS team and internal and external stakeholders.

Responsibilities:
  • Develop and maintain data and metadata quality and standards using industry best practices for an enterprise GIS architecture.
  • Contribute towards the development of various GIS visualizations, templates and standards, internal and public facing, in various formats. These may include dashboards, posters, web apps and StoryMaps.
  • Develop and maintain strategies, architectures, protocols, and workflows for publishing and sharing data with Tacoma residents and with collaborating agencies such as Pierce County and Metro Parks.
  • Identify opportunities to consolidate and replace legacy data and application integration methods with reusable, standards-based integration solutions that connect other systems and can serve multiple purposes.
  • Work collaboratively on project teams and the GIS team to build capacity among GIS users in the City.
  • Work with City department users to evaluate business needs, identify appropriate GIS analyses, build GIS-based solutions, and provide customer service, troubleshooting and support.
Candidates should have excellent technical and analytical skills, as well as strong communication skills, and the ability to work both independently and as a member of a team.

Qualifications

An equivalent combination to:
A Bachelor's Degree in Computer Science, Technology, Engineering, Geography or related field
OR
An Associate’s Degree in these fields and two or more years of directly related GIS work experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Some positions may require a valid Washington State Driver's License at time of appointment with maintenance thereafter.

Some positions may require incumbents to successfully pass a Criminal Justice Information Services (CJIS) background check
Positions assigned to the Tacoma Police Department may require additional background checks which may include fingerprinting and/or a polygraph test.

Desired
:
  • GIS Professional (GISP), ESRI Technical Certifications or any other GIS Certification Program.
  • 2+ years of experience building GIS solutions using various Esri products such as ArcGIS Pro, Desktop, StoryMaps and Enterprise.
  • 2+ years of experience developing and maintaining metadata quality and standards.
  • 2+ years of experience managing spatial data in enterprise databases.

Knowledge & Skills

  • Perform maintenance and systems changes that improve efficiencies, performance and reliability.
  • Understand concepts of information technology including computers, peripherals, operating systems and applications.
  • Troubleshoot computer hardware, software and system difficulties; propose solutions, track and assure resolution through appropriate follow-up methods.
  • Provide solutions and resolve less complex systems issues.
  • Knowledge of computer technology principles, their application, and troubleshooting techniques.
  • Knowledge of principles and concepts of total quality process improvements and problem-solving methods.

This position is covered by a Labor Agreement between the City of Tacoma and Local 120. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification. Appointment is subject to passing a background check.
