Job Description


The Iowa Department of Public Defense is looking to fill a HVAC Technician to assist the state. The successful candidate will perform advance journey level mechanical, electrical, plumbing, pneumatic and electronic work in the installation, maintenance, repair and operations of air conditioning, ventilation, heating, boilers, refrigeration and building automated systems. Performs this same type of work on ancillary equipment and systems as well. Provide accurate tracking and costing for completed work task. Tasks performed will be from the trade requirements to support the Camp.


Trade tasks include, but are not limited to: repair of air conditioning and ventilation systems. Install, maintain and repair air conditioning systems ranging from 60 ton (+) packaged units down to window units. Inspect and perform load calculations on cooling space and check static pressure and velocity to ensure proper unit size. Calculate, layout, estimate, and install ductwork to include: supply and return side, plenum, truck and branch. Ductwork to be of proper size and efficient in layout. Perform inspections, tests, and diagnostic procedures to ensure proper operation of AC equipment. Perform repair functions according to equipment manual specifications and standards, manufacturer recommendations, and accepted trade practices. These repair functions include but are not limited to: compressors, condensers, valves, bearings, motors, pumps, cooling towers, pneumatic control systems, temperature and pressure controls, gauges, fans, humidifiers, refrigerant lines, electrical circuits, computer controls and electronic components. Charge refrigerant lines and recover refrigerant according to environmental compliance regulatory standards. Work/Work Orders will be completed through the established processes put forth by our Planned and unplanned maintenance programs.


The scope of work will be assigned primarily through the designed HVAC Coordinator, Public Service Supervisor (s) and in their absence through the Plant Operations Manager or his designee. Handle and dispose of waste products according to environmental compliance regulatory standards.


Monitors and performs diagnostic procedures for proper operation, electronic components, computers, and digital data controls related to the operation of HVAC systems to ensure proper operating parameters including such systems as Tridium Niagara AX framework, Tridium Niagara R2 framework, JACE controllers, and BACnet devices (e.g.., direct digital controls for variable air volume terminal boxes, pressure transducers, digital controllers, digital wall sensors, proportional integral controls, microprocessors, reversible and proportional electric actuators, variable speed drives, dampers, valves, and program switches).


Performs installation, maintenance, and repair or refrigeration units. This includes such types as built-up coolers and freezers, domestic appliances, ice making machines, and commercial systems. Perform inspection, test, and diagnostic procedures to ensure proper operation. Perform maintenance and repair functions to include but not limited to: cabinet, condensing unit, evaporator, refrigerant lines, defrosters, electrical circuits, relays, thermostats, compressor motor, controls, valves, dryers, capillary tube, ice makers, gauges, and electronic components. Follow manufacturer’s specifications and accepted trade practices. Charge and recover refrigerant according to environmental compliance regulatory standards.


Assist Electricians in performing work normally associated with the secondary electrical distribution system. This system includes; 480 volt, 240 volt three phase, and 120 volt (and larger) single phase. To include such items as terminations, connections, fuses and other equipage. Perform work in a manner consistent with electrical safety standards and the National Electrical Code. Perform duties in industrial and residential type wiring projects. Follows the guidance and directions of the Electricians, blueprints, specifications, codes, and standards in performance of electrical type duties.


Coordinate job site tasks between soldiers and civilians of various trades in logical construction sequence and priority. Work closely with Facility Engineer on assigned special projects. Conducts self in a professional and business manner towards users, soldiers, contractors and employees. Obtain quality results in work performed, meeting deadlines, and to specifications and standards established. Reports and other documentation submitted in a timely manner. Follow and comply with procedures, guidelines, work rules, directives, memorandums, and policies established for the Buildings and Grounds Sections.


Prepare estimates from available information and inspects work site to determine special or unusual construction considerations. All work shall follow accepted trade practices and standards.


Work hours: 7:00 AM - 3:30 PM Mon -Fri, hours may vary with work assignment.


Minimum Qualification Requirements


Experience equal to five years of full-time work in the installation, maintenance, repair and operation of heating, ventilation, air conditioning, boilers, refrigeration, ancillary equipment, and building automated systems related to HVAC;


OR


an equivalent combination of education and experience, substituting 30 semester hours of accredited post high school education in HVAC for each year of the required experience to a maximum substitution of two years.

Additional Qualification Requirements


  • Within a period of time as determined by the appointing authority, certain employees in this class may be required to obtain a Fire Sprinkler Installer and Maintenance License in accordance with Chapter 100D, Iowa Code.
  • Must be able to obtain certifications as required by regulatory authorities pertaining to HVAC, boilers, and refrigeration.
  • Must possess a valid driver's license.
  • Must be willing to work weekends and after hours on a rotational basis performing boiler operations and must be willing to respond to alarm pager on weekends and after hours on a rotational basis.
  • Must be capable of obtaining forklift and other material handling equipment operator's permits as necessary.
  • Must be able to obtain Class B commercial driver's license.
  • Within a period of time as determined by the appointing authority, persons in this class may be required to obtain a license to perform electrical work in accordance with Chapter 103, Iowa Code.
