Job Description
Duties
  • Collect, analyze, evaluates, and maintains operational personnel, manpower and historical data to prepare a variety of reports, such as organizational structure, resources utilization, mission, function, and work processes, etc.
  • Administer recruitment programs for students, interns and/or other focus group recruitments.
  • Manage HR matters for the re-employed annuitant employees and the Intergovernmental Personnel Act mobility program.
  • Interprets regulations, rules, local policies, and guidance for management on various awards programs.
  • Perform data entry requiring a high degree of accuracy, writes queries to extract information, generates reports and troubleshoots system problems or data discrepancies.
  • Manipulate and maintain a variety of personnel and manpower-related databases and management information systems.
  • Serve as a liaison with various Civilian Personnel Advisory Centers and resource management personnel on matters relative to personnel actions.
  • Perform Human Resources (HR) work for a variety of Center initiatives to include: recruitment programs, retention planning, acquisition management, and/or organizational structure.
  • Create position descriptions and request for personnel actions using automated personnel systems. Participate in special program areas including Lab Demo, Position Classification and Acquisition.
  • Serve as the Awards Program Coordinator responsible for advising leadership, management officials, and staff on appropriate procedures and practices in developing quality award recognitions/nominations.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience
DE-02/GS-09: Specialized Experience: One year of specialized experience which includes knowledge of civilian personnel policies, procedures, and regulations; and collecting personnel data and preparing forms/graphs/charts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DE-02/GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
DE-03/GS-12: Specialized Experience: One year of specialized experience which includes: extensive knowledge of civilian personnel policies, procedures, and regulations; and work as a liaison or advisor to management and other officials on HR personnel matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position may be filled by temporary promotion or temporary reassignment not to exceed 3 years. This Temporary promotion/reassignment may be extended up to a maximum of five years. Competitive temporary promotion or reassignment may be made permanent without further competition.

Additional Information
  • Position may be filled as temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
  • You will be required to provide proof of U.S. Citizenship.
  • If a MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration.
  • If filled by a candidate that is not a current permanent Army employee, the position may be filled as a Temporary Appointment NTE anytime between 1-3 years, as determined by management. Temporary appointments may be extended up to a maximum of 3 years.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
  • Direct deposit of pay is required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
