Job Description
Salary Range: $100,000 - $140,000 Annually


Job Summary


Responsible for overseeing all Homeless to Housing (H2H) service team operations at the city and providing oversite of the utilization of rental assistance vouchers and other subsidies. Ensures best practices, such as Housing First, Harm Reduction, and Trauma Informed Care etc., are utilized and incorporated at all levels of the teams functioning. Ensures that all housing programs are operating in compliance with current federal, state, and local housing and funding policies. Ensure that all staff complete their work in a consistent manner in accordance with the City’s Mission Statement and Philosophy of Service.


Experience, Knowledge, Skills


  • Bilingual in Spanish and English desired.
  • Demonstrated experience in managing Housing First Intensive Case management.
  • Bachelor’s Degree in support services or related field of study.
  • Five years mental/behavioral health direct care experience.
  • Extensive Experiencing working with and servicing people with very complex needs, including but not limited to chronic homelessness, serve trauma, substance use disorders, mental illness.
  • Experience working within a municipality preferred.
  • Experience in Oracle HCM desired.
  • Housing First services experience preferred.
  • Advanced proficiency with Microsoft Word, Excel, Access, PowerPoint, or other equivalent software packages.
  • Master’s degree in support services or related field of study preferred.
  • Supervisory experience required.

Essential Functions


  • Represents the City at homeless services meetings systems meeting, as requested, cultivating and maintaining beneficial partnerships with all providers.
  • Provide quality assurance and program evaluation, ensuring that programs provided are effective, efficient, and in keeping with the City vision and culture.
  • Develops/maintains training for all team members.
  • Familiar with and supports all team members in the use of HMIS (Homeless Management Information Systems data base).
  • Develops and integrates new housing programs while meeting organizational and grant requirements.
  • Works in collaboration with other City departments on the day-to-day monitoring of all housing program budgets.
  • Ensure that tenant based rental assistance vouchers available to clients and service programs are utilized to the maximum extent to expand the number of clients housed and maximize subsidy revenue to properties.
  • Establishes, enhances, and implements housing intake and assistance policies and procedures across Greeley and ensures that housing programs comply with all applicable federal, state and local regulations.
  • Monitors the outcomes for all grants to ensure that the City is meeting outcomes outlined in contracts.
  • Responds to escalated complaints from housing program clients, landlords, HUD officials, and staff.
  • Actively collaborates with community partners across Greeley area to assess gaps in supportive services and housing resources. Pursues opportunities to collaborate with agencies on funding opportunities and resources to fill gaps.
  • Streamlines housing program intake and referral processes to ensure program units are being utilized in a timely and efficient manner.
  • Serves as the point person the local Housing Authority, Colorado State Department of Local Affairs, and Division of Housing (DOH).
  • Collaborate with leadership at local public Housing Authorities, private landlords, and community service providers to ensure that the City’s Housing Assistance programs are effective and provide support to community members experiencing homelessness in the Greeley area.


Additional Duties


  • Works with Directors and Executive staff across City service programs to promote integration efforts led by Executive Leadership.
  • Assists employees in other departments by providing feedback on new initiatives and funding applications, answering questions, locating information, and explaining procedures, policies and/or rent schedules.
  • Performs other duties as assigned.


Work Environment & Physical Requirements


  • Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
  • Occasional light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or lifting up to 20 pounds and occasionally lifting and/or carrying up to 10 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools.
  • Manual dexterity enough to accurately input, retrieve and verify work assignments.
  • Operate standard office equipment requiring continuous or repetitive hand/arm movements.
  • Vision enough to interpret computer screens and documents to assist the public and complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Frequent sitting and talking or hearing customers.
  • Extensive computer work primarily performed at a desk.
  • On occasions the incumbent may have to work outside.
  • Use of hands to finger, handle, or feel and reach with hands and arms.
