Description: This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Science (OS), Division of Individual Health Science. The Division of Individual Health Science deals with the regulation of tobacco products and its effect on public health, particularly use and prevention.

The Center of Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug, and Cosmetic Act.

Duties

• Serves as Health Scientist in activities relating to the regulation of tobacco products and its effect on public health.
• Reviews tobacco product submissions from academic institutions and industry to determine the adequacy of results from clinical studies, related to abuse liability, health risks associated with addiction, and use behaviors of a tobacco product.
• Provides expert consult and advice for Tobacco Products to a variety of scientific disciplines within the Center, including epidemiology, social science, and chemistry.
• Serves as an expert in the abuse liability of tobacco products and provides scientific support in developing and/or updating guidance and policy.

Qualifications

The position of Health Scientist falls under the 0601 occupational series. To qualify for this position at grade GS-13, you must meet all requirements by 11:59 pm EST on 07/27/2023.

Basic Requirements

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

Minimum Qualifications:

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

GS-13: You must have 1 year of specialized experience equivalent to at least the GS-12, in the Federal service, which includes: experience developing and advising on guidance, regulations, or policy matters relating to tobacco products, tobacco use, prevention, and effects of tobacco on public health; reviewing scientific study results to develop conclusions; providing consult and advice on a variety of scientific disciplines including epidemiology, social science and chemistry.
