Description: This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Science (OS), Division of Individual Health Science. The Division of Individual Health Science deals with the regulation of tobacco products and its effect on public health, particularly use and prevention.
The Center of Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug, and Cosmetic Act.

Duties
- Provides scientific input to leadership on issues relating to addiction, addiction health risks, abuse liability of tobacco products, and use behaviors.
- Reviews documents submitted for regulatory action and provides verbal and written documentation summaries on the document.
- Provides consult and advice to a variety of scientific disciplines within the Center for Tobacco Products, including epidemiology, social science, and chemistry.
- Reviews tobacco product submissions from academic institutions and industry to determine adequacy of the results from studies, related to abuse liability, addiction health risks, and use behaviors of a tobacco product.
Qualifications
The position of Health Scientist falls under the 0601 occupational series. To qualify for this position at grade GS-11/12, you must meet all requirements by 11:59 pm EST on 07/27/2023.
Basic Requirements
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09, in the Federal service, which includes: providing scientific assistance on matters pertaining to policy needs or activities relating to the regulation of tobacco, tobacco products, addictive drugs, their use, prevention, and effects on public health.

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work.

A combination of specialized experience and education as described above that, when combined, equal 100% of the total requirement. Only graduate level education in excess of two years of full-time graduate level may be combined with experience.
GS-12: You must have 1 year of specialized experience equivalent to the GS-11, in the Federal service, which includes: providing scientific analysis and evaluation on matters pertaining to tobacco, tobacco products, or addictive drug regulations, policies and/or studies to improve public health; developing and implementing scientific research projects or surveys and recommending solutions based on results.
