The Quality and Population Health Management (QPHM) program leads clinical quality, health equity, and population health work at Department of Health Care Services (DHCS). Within QPHM, the Quality & Health Equity Evaluation and Monitoring Branch is responsible for program evaluation and monitoring of DHCS' efforts to improve health equity and the quality of care of all our beneficiaries receive.


The Health Equity Scientist will design and execute program evaluations as part of QPHM's new and growing Program Evaluation Unit, applying program evaluation, health equity, scientific, and policy expertise. The Health Equity Scientist will share program evaluation findings so they can be used to drive quality improvements and eliminate disparities in Medi-Cal and other DHCS programs. In this new role, the Health Equity Scientist will exercise creativity and critical judgment, and remain up-to-date on trends and innovative concepts in health equity, program evaluation, and Medi-Cal policy.

Working Conditions


This position is eligible for 100% telework. Employee will only need to report to Sacramento no more than twice a year.


Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS’ Telework Policy and in accordance with Government Code Sections 14200 – 14203 for employees residing in California.


This is a statewide recruitment, and the position may be located in the following locations: Sacramento County, San Francisco County, Fresno County, Orange (Santa Ana) County, San Diego County, and Los Angeles (Los Angeles / Burbank) County.


This position will have the ability to complete all tasks and deliverables while teleworking. The incumbent will be headquartered in the county nearest their residence. The team of professionals this position will work with are also remote-centered teleworking.
