As the new Head Start Program Operations Manager, you will have responsibility for overseeing, planning, administering, and implementing Head Start operations and program services within the City's Head Start Division. This includes facilitating the achievement of program goals and the delivery of effective, high-quality program services, as well as training, evaluating, and supervising assigned staff.

What You Will Typically Be Responsible For


  • Collaborating with program staff to monitor and meet the Head Start Program’s Health and Safety requirements.
  • Performing short- and long-range planning for services; developing operating policies and procedures in accordance with Local, State and Federal regulations.
  • Planning and implementing program operations in collaboration with Head Start Management staff to build a culture of excellence, accountability, and continuous improvement towards quality thresholds.
  • Managing the administration of program operations such as ERSEA, Health, Family & Community Engagement Services, data systems, and ongoing monitoring and Continuous Quality Improvement (CQI) and serving as technical expert in these areas; ensuring seamless integration of all comprehensive services with program operations.
  • Directing, planning, and participating in the selection, supervision, and performance evaluation for assigned program operations staff; providing for staff training and development.

Minimum Requirements For Application


This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.


Education: A Bachelor’s degree from an accredited college or university in education, public health, family administration services, social work, child development, human services or a related field is required.


Experience: Three (3) years of progressively responsible program administration and management experience associated with educational, social services, and/or family development, including at least one (1) year of supervisory or management experience.


Note: A Master’s Degree may substitute for up to two (2) years of experience but at least one (1) year of supervisory experience is required.


License Or Certificate


Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.


Obtain and maintain throughout the tenure of employment and renew upon expiration, if applicable, Pediatric CPR and First Aid certifications within ninety (90) days of employment.


Desirable Qualifications


  • Previous experience interfacing with data systems, data analytics, data-driven decision-making, and/or fiscal management/administration.
  • Management Information System (MIS) development and implementation and/or applying results-based accountability tools.
  • A Master’s degree is highly desirable.
  • Child Plus Administrator I certificate is highly desirable.
  • Program Director Child Permit is highly desirable.

The Recruitment Process


The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.


Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.


For this recruitment, all qualified applicants will be sent a behavioral consistency questionnaire. Which will then be evaluated and rated by subject matter experts. You will be notified if your application will be moving forward with the behavioral consistency questionnaire assessment. The tentative date of the behavioral consistency questionnaire assessment is early October 2023.


Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.

  • Vision: VSP full premium for employees and eligible dependents

Disaster Service Workers
