Job Description
Role Summary
The Head of Policy Governance is responsible for the leadership, ongoing execution, and periodic enhancement of the PMI Global Policy Governance Framework. This individual reports to the Deputy Chief Compliance Officer and closely partners with stakeholders across global functions and PMI Affiliates/Business Entities around the world.
Key Responsibilities
  • Actively promote an Ethics & Compliance culture within PMI by creating an environment in which open discussion, speaking up, and reporting of concerns is promoted and encouraged. Maintain a team culture with a high degree of emphasis on honesty, respect, fairness, and inclusion.
  • Assist with the management and rollout of PMI Global Ethics & Compliance program initiatives and special projects covering a broad range of Compliance risk areas, as required. Conduct research into best practices, frameworks, and methodologies that address specific project needs and strategic decisions and apply those to projects, as appropriate.
  • Continually assess and enhance existing PMI Policy Governance-related processes and systems through use of technology-based solutions and automation.
  • Assist with the implementation and execution of controls related to PMI’s Global Ethics & Compliance program and key risk areas.
  • Oversee the ongoing maintenance and enhancement of PMI’s centralized policy document repository and lifecycle management system, as well as the global, employee-facing PMI Policy Portal.
  • Partner with representatives from business entities/affiliates to ensure successful implementation of global policy documents and effective management of business entity/affiliate policy documents.
  • Manage the implementation of PMI’s Policy Governance Framework, ensuring effective execution of company-wide processes and controls around policy document creation/update, implementation, ongoing review/maintenance, and retirement.
  • Advise Global Policy Owners and provide strategic input and feedback into the development and enhancement of PMI policy documents, ensuring document accuracy, consistency, and simplification, as well as involvement of all key stakeholders.
Profile
  • Demonstrated professional integrity and ability to stand alone. Proven ability to think strategically and exercise sound judgment.
  • Strong project management and problem-solving skills. Ability to oversee complex projects and lead them to successful completion in an organized, efficient, and effective manner.
  • At least 10 years of compliance program experience, with a focus on policy governance preferred.
  • Experience with management of systems-based processes/programs preferred, including experience with enhancement opportunity identification, requirements gathering and documentation, system testing, and user training.
  • Self-starter with the ability to meet or exceed deadlines, prioritize, multi-task, and maintain flexibility in a fast-paced, changing environment.
  • Detail oriented with excellent organizational, writing, and presentation skills. Ability to draft documents in English at first-rate level.
  • Proven ability to lead, manage, build relationships, collaborate, and communicate effectively with colleagues across organization entities/departments, geographies, and cultures.
  • Competency with Microsoft Excel, PowerPoint, and other data repository and presentation tools.
  • Solid working knowledge of corporate compliance and policy governance program requirements, regulations, and best practices.
  • Bachelor’s degree required. MBA, MPP, or other graduate degree preferred.

About IQOS
The U.S. Food and Drug Administration (FDA) has authorized the marketing of our flagship electronically heated tobacco system, IQOS, as a modified risk tobacco product (MRTP), which represents a historic opportunity for public health. In doing so, the agency found that issuing an exposure modification order for the IQOS Tobacco Heating System (THS) is appropriate to promote the public health, and is expected to benefit the health of the population as a whole.
This decision demonstrates that IQOS is fundamentally different from combustible cigarettes, and a better choice for adults who would otherwise continue smoking. It follows a review of the extensive scientific evidence package PMI submitted to the FDA in December 2016 to support its MRTP applications.
The FDA’s action authorizes the marketing of IQOS in the USA with the following information
  • The IQOS system heats tobacco but does not burn it.
  • This significantly reduces the production of harmful and potentially harmful chemicals.
  • Scientific studies have shown that switching completely from conventional cigarettes to the IQOS system significantly reduces your body’s exposure to harmful or potentially harmful chemicals.
In April 2019, the agency authorized IQOS for sale in the U.S. through issuance of premarket tobacco product application marketing orders, that deemed marketing the product to be appropriate for the protection of the public health. Now, the FDA has concluded issuing an IQOS exposure modification order is appropriate to promote the public health, and is expected to benefit the health of the population as a whole, taking into account both users and nonusers of tobacco products. Notably, the FDA’s issuance of an exposure modification MRTP order does not mean IQOS is FDA-approved. FDA does not ‘approve’ tobacco products. Further, the FDA’s decision does not mean IQOS is risk-free.
The FDA’s decision is consistent with earlier conclusions of other leading regulatory and scientific bodies, including in the U.K., Germany, and the Netherlands, which have found that the product emits lower levels of harmful toxicants. Furthermore, the FDA’s MRTP authorization shows that IQOS is a fundamentally different product than combustible cigarettes, and must be regulated differently, as the FDA has recognized.
As of March 31, 2020, PMI estimates that approximately 10.6 million adult smokers around the world have already stopped smoking and switched to IQOS. We believe that this decision can help to further accelerate the transition of U.S. adults away from cigarettes. We, along with our licensee Altria, are committed to guarding against unintended use and fully support FDA’s focus on protecting youth.
Annual Base Salary Range $210,000- $235,000
