This is a contractual position with limited State of Maryland benefits.

The Maryland Department of Housing and Community Development(DHCD) is a world-class financial and policy organization, and works at the cutting edge of affordable housing, home-ownership, economic development and neighborhood revitalization. We manage over $3 billion in single-family and multi-family assets, and provide financial support and critical programs to families, communities, non-profits, businesses and local governments throughout the state.

In the Maryland Department of Housing and Community Development Office of Public Information, we promote the many programs the Department administers and ensure Marylanders know about the Department's work and its mission to increase affordable housing for all Marylanders.

The Web Developer maintains the departmental websites, which are a primary means of communication for DHCD and its divisions. This requires entry-level coding using languages such as HTML and other web-based programming languages. This position helps the department remain compliant with State web standards while providing accurate content in a timely manner. To fulfill this mission, the web developer provides daily support, along with longer-term enhancement projects, for the department's websites. The position extensively interacts with software/database developers, network professionals, and stakeholders at partner organizations, such as the Maryland Department of Information Technology, and all levels of program staff.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The main purpose of this position is to maintain the departmental websites, which are a primary means of communication for DHCD and its divisions. This requires entry-level coding using languages such as HTML and other web-based programming languages. This positions helps the department remain compliant with State web standards while providing accurate content in a timely manner. To fulfill this mission, the incumbent provides daily support, along with longer-term enhancement projects, for the department’s websites. This position extensively interacts with software/database developers, network professionals, and stakeholders at partner organizations, such as the Maryland Department of Information Technology, and all levels of program staff.

The incumbent assumes ownership of existing web-enabled systems and is responsible to immediately respond to production problems and outages. The position assures a high degree of computer system availability and reliability.

Maintenance responsibilities are primarily associated with posting content updates as required by the department and its divisions and ensuring that updates are appropriately positioned, formatted and displayed to State of Maryland web standards. Further maintenance activities involve repairs to broken links to external sites and similar updates as needed.

MINIMUM QUALIFICATIONS

Education: Typically requires a Bachelor's degree from an accredited college or university.

Experience: Minimal (less than one year) of experience performing website development and administration in an organization with extensive level of program integration and reliance on technology.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
