JOB SUMMARY
Under the supervision of a Guardian Administrator Supervisor, performs professional case management work of moderate difficulty. The Pinal County Public Fiduciary serves as guardian and/or conservator for individuals found to be mentally incapacitated due to age-related declines, intellectual delay, mental illness, brain injury and similar disabilities. This position manages the personal, medical, and financial affairs of a caseload of individuals by coordinating the necessary services to ensure their needs are met and they are safe. This position requires the management of decedent estates when the Public Fiduciary is appointed as Personal Representative. A Guardian Administrator is required to know and shall adhere to the Arizona Code of Judicial Administration, Arizona Revised Statutes Title 14, Arizona Rules of Court and other applicable administrative and court orders. Guardian Administrators are required to visit individuals several times a year in their homes, group homes, assisted living homes, hosptials, psychiatric hospitals and similar environments to ensure they are safe and receiving proper care.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
  • Perform related duties as required.
  • Maintain fiduciary licensing by attending required continuing education training.
  • Conducts assessments for social, medical, financial and related services to develop and implement care plans.
  • Apply for and manage entitlements and benefits, inventory, secure and manage personal property for the clients benefit.
  • Communicate with clients, their families, medical and mental health providers, financial institutions, residential care facilities, and legal professionals.
  • Attend court hearings when needed.
  • Manages a caseload of mentally incapacitated individuals who are elderly, intellectually delayed, mentally ill or impaired due to traumatic brain injury and/or are vulnerable.
  • Licensed Fiduciary serving as guardian and/or conservator, or personal representative.
  • Provide 1 month annually of after hours on call duty.
  • Review medical records and reports, make decisions about appropriate medical treatment, provide consents for medical procedures, medication administration and end of life decisions.
  • Complete contact reports, maintain excellent records/notes, assist with the preparation of Annual Guardianship Reports and Annual Accountings.
  • Prepare budgets, manage bank accounts and Trusts as required and authorize payments on behalf of clients.
  • Maintain confidentiality relating to clients, records and restricted county information.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High School diploma or GED.
  • Two (2) years of social services, guardianships, or working with individuals with disabilities, mental health issues or the elderly.
  • Valid Driver's License with Arizona Driver's License within 30 days of hire.
  • Certified Public Fiduciary License with the Arizona Supreme Court Fiduciary Licensing Program.

  • Ability to establish and maintain effective working relationships with employees, other agencies, medical providers, the public and mentally impaired individuals.
PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, perform repetitive motion, hear, speak, walk, operate motor vehicles, and demonstrate mental and visual acuity.
WORK ENVIRONMENT:
Work is performed in an environment with crisis situations that require making major decisions involving people, resources, and property and does require outdoor work.
