This position reports directly to the Multimodal Planning Division (MPD) Director. Primary responsibilities include managing and providing project management and administration tasks for federal grant opportunities announced by United States Department Of Transportation (USDOT) Infrastructure, Investment and Jobs Act (IIJA) and other federal agencies, e.g., United States Department of Defense (USDOD), United States Fish and Wildlife Service (USFWS), United States Department of Commerce - Education Development Administration (USDOC-EDA). Directs, plans, and prioritizes functions and workload of the Grants Unit. This position located in a central office serves as the lead of not only ADOT, but several other statewide agencies in coordination with federal agencies for discretionary grant funding.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Fulfills the needs for technical review and analysis input to infrastructure and other transportation related projects agency-wide.
  • Serves as statewide liaison and coordinates new grant funding opportunities with other ADOT Divisions, State agencies, and other public/private/quasi-government/non-profit organizations. Responds to written and telephone enquiries related to grants, provides guidance and support to statewide and national agencies as appropriate.
  • Manages subordinate staff through various complex grant processes to improve effectiveness and efficiency. Coordination for ADOT, tribal, private academic, and non-profit organizations. Serves as the federal grant subject matter expert (SME) for statewide agencies in Arizona, and also to collaborate with other states. Fulfills the needs for technical review and analysis input to infrastructure and other transportation projects agency-wide.
  • Direct the examination, analysis, and evaluation of the grant process and make determinations to meet compliance. Identifying compelling projects for ADOT to pursue, coordination with ADOT Executive Grant Team (EGT). procurement of grant writing consultants, managing grant development process, providing review comments and input to documentation for competitive grants including project scope, schedule and budget.
  • Manage the Quality Control and Quality Analysis (QC/QA) and submission of grant packages before a hard deadline, and management of post grant award activities (e.g, quarterly reports and annual reports to the grantor agency). Advising the Division Director and the State Engineer in identifying, planning, organizing, and evaluating the new federal grant opportunities, and providing input as and when requested.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • ADOT project management, program development processes, including but not limited to contract and procurement procedures
  • Organizational and operational procedures of ADOT and State government including budgetary, legislative, contracting, personnel and procurement processes, and their responsibilities and authority of various agencies in State government
  • Federal and State highway programs and associated processes and applicable laws, regulations, standards and specifications in Bipartisan Infrastructure Law - Infrastructure Investment Jobs Act (BIL-IIJA) and federal discretionary grants and their requirements.

Skills in:

  • Executive level oral and written communication including ability to prepare technical reports and make presentation with stakeholder groups and public engagements
  • Interpersonal relations as they apply to contact with consultants, the public, ADOT staff, elected officials, local public agency personnel, personnel management, leadership, employee relations, supporting and promoting the ADOT Quality / Productivity Initiative
  • Organization and project management
  • Listening and working with the public and constituents collaboratively to develop creative solutions to address concerns and issues
  • Google Workspace and Microsoft Office

Ability to:

  • Coach and develop employees, including continuous improvement practices and principles
  • Manage a varying workload with flexibility, organize and handle multiple assignments and priorities in tandem
  • Perform critical analysis, complete assignments timely, generate clear and concise reports.
  • Work and communicate clearly and effectively with others
  • Perform correspondence and in a timely manner
Selective Preference(s):

The ideal candidate for this position will have:

A Bachelor's Degree in Planning, Finance, Management, Engineering, or related field.

Progressively responsible experience in leading and managing planning or engineering projects and programs funded by federal and/or state agencies.

A Master’s degree and higher in an appropriate field, Professional license, certification, etc. will be a plus.


Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
