As WTA continues to evolve, this updated position (formerly the Revenue Manager) will continue to manage WTA's revenue programs and participate on the grants team, the position will also identify and support new revenue sources.

COMPENSATION:

  • Full pay range is $7,874- $10,552/month (2023 rates). The salary listed is the full budgeted range. Step placement upon hire will be evaluated based on the candidate's years of relevant experience.

JOB SUMMARY:

Manage WTA's post award grant phase administration and assist in pre-award grant acquisition work, including submitting grant proposals. In cooperation with others, work to identify, assess and match state and federal funding sources to agency projects identified in planning efforts. Research and implement federal and state grant regulations to ensure Agency compliance. Manage the agency's revenue program and fare collection system.


DISTINGUISHING CHARACTERISTICS:

Serves as a technical resource to other divisions and project managers about grant requirements, amendments, and revisions. Analyze revenue trends, financial analytics (including descriptive/diagnostic ("what/why it happened"), and predictive analytics to help with data informed decision making. Find potential new revenue sources. Assignments performed at this level have a significant impact on agency funding and require a broad knowledge of grant development, submission, management and monitoring.


ESSENTIAL JOB FUNCTIONS:

1. Grant Management

a. Assist the grant team in pre-award phase tasks, such as researching grant opportunities, understanding regulations, completing, and submitting grant applications for federal, state, and other grant programs.

b. Assist the grant team in pre-award phase to help assess agency staff's ability to apply for and capacity to manage additional grant opportunities.

c. Administer, in cooperation with project lead, active grant awards by tracking grant-funded projects, budgets, completion milestones and compliance with grant requirements.

d. Work closely with Procurement & Contracts Department to ensure overall compliance with grant regulations in grant funded procurements; have familiarization with necessary regulatory requirements (Procurement, Prevailing Wage, Davis Bacon Act, Buy America, etc.) and work with other staff to assist in understanding compliance issues in functional areas of responsibility.

e. Assist other employees with grant project budget development.

  • Work with Accounting Manager to inform the Transportation Improvement Plan (TIP).

g. Work with departments on required public processes for grant projects, if applicable.

h. Assist in preparation of the accounting and/or financial reporting of grant functions.

  • Assist with preparation of grant reports, closeout documents and reimbursement requests. Upon close out, assists grant team with after action/lessons learned review of grant.
  • Assist in maintaining agency grant award files and documentation.

k. When needed, work with legal counsel on grant-related issues.

  • Prepare narrative and financial reports for grantors, Board of Directors, or other stakeholders.
  • Work closely with Disadvantaged Business Enterprise Liaison Officer (DBELO) on goal setting and outreach for Federal projects.

n. Develop policies and procedures to manage grant reporting functions.

2. Fare Collection

a. Identify opportunities for improved system methods, procedures, and solutions.

b. Manage pass distribution programs and contracts. Identify problems, issues, and service improvements. Represent WTA to outlets and bulk pass partners.

c. Partner with IT (Information Technology) to troubleshoot and resolve operational issues with customers and vendors.

d. Provide support and problem solving to riders and customer service personnel with fare collection issues.

e. Identify means and methods to get bus passes into customers' hands. This may include more sales outlets or other methods.

  • Coordinate and communicate system changes, updates, and issues.

g. Partner with the Marketing Department for new product communication.

h. Implement Fare Rates and Rules, take part in fare rates and rules design.

  • Verify and audit fare collection cash reporting and procedures.
  • Participate on Fare Policy Committee. Perform revenue analysis and review trends.

k. Ensure compliance with relevant federal and state regulations including banking, privacy, and debit and credit card rules.

  • Manage PCI (Payment Card Industry) or equivalent program and compliance.
  • Serve as a resource to Customer Service Representatives about fare sales, processes, etc.

n. Develop and support relationships with outside entities taking part in WTA's fare system.

  • 3. Revenue Programs

a. Design and implement internal controls including fraud and theft controls.

b. Audit compliance with revenue programs.

c. Ensure revenue accounting follows generally accepted accounting principles (GAAP), Federal Transit Administration (FTA) and Washington State requirements.

d. Evaluate industry trends and innovations, evaluate revenue opportunities.

e. Ensure major contracts are priced appropriately and easily administered.

  • Manage and oversee revenue contracts (leases, armored car, etc.)

b. Participate in revenue contract negotiations as needed.

c. Participate in public private partnerships as needed.

d. In coordination with the Finance Director, develop policies and procedures to manage revenue functions.


ADDITIONAL JOB FUNCTIONS:

  • Other duties as assigned.

  • Serve as backup to Accounting Manager with grant reporting.

WORKING CONDITIONS, TOOLS, AND EQUIPMENT:

Duties are performed primarily in an office environment including regular interaction with employees. Typical office equipment used to accomplish job tasks include computer, printer, fax machine, photocopier, calculator, and telephone. This position may require travel to terminals, meetings, and various seminars.


Education and Experience
:

Required:

  • Basic level knowledge of reporting tools such as MS Reporting Services or Crystal Reports.
  • Minimum of three (3) years' experience in successful grant management.
  • Intermediate level knowledge and experience with MS Office Suite.
  • Effective communication and project management skills.
  • Business systems improvement ability.
  • Advanced Excel skills.
  • Bachelor's Degree in Accounting, Finance, Business Administration, or related areas.
  • Minimum three (3) years' accounting and financial analysis experience.


Preferred:

  • Revenue program development and management.
  • Transit or other passenger transportation industry experience.
  • Public Sector or Governmental entity experience.
