Summary About the Position: This position has responsibility for overall management, direction, control and supervision of the Property Book Office and performs duties associated with administration of the full range of property management.This position is located in Fort Carson, CO. This is a Term NTE 30 Sept 2024 position. Responsibilities Serves as the Property Book Officer utilizing GCSS-Army to account for and manage property assets. Ensures the accuracy of hand receipts and audit-trail records for all accountable property. Reviews lateral transfers of installation property between hand receipt holders. Uses a variety of automated supply programs to include procurement, record maintenance, storage and distribution, inventory, inspection, classification, identification and disposal of equipment. Communicates with multiple organizations to find solutions to supply problems and ensure needs and requirements are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes demonstrated experience using an automated property management system, such as GCSS-A, to adjust property records; providing technical support within supply operations to ensure regulatory compliance; AND reviewing Financial Liability Investigation of Property Loss (FLIPLs) for accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: supply chain management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Computer Skills Conflict Management Supply Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition. Position may be filled as a temporary appointment not to exceed 1 year, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. Permanent federal employees are not guaranteed return back to their permanent position prior to being placed in the time-limited position. Permanent employees of another agency may be required to take a 3 day break in service.
