Job Description

This position is located in the Department of Human Services (DHS), Office of the Director, Capital and Operations Management. The position serves as a Fleet and Security Analyst responsible for providing leadership and expert advisory and overall coordination services related to the planning and organization of special studies concerning agency fleet and security management issues. Priority areas are agency fleet acquisitions, preventative maintenance, accidents, scheduling, reservations, parking, tickets, security assessments, equipment enhancements, budgets, and associated services.

Duties and Responsibilities

The incumbent serves as the lead Fleet and Security agent on various assigned projects, acting as a liaison and agency representative during technical evaluations of proposals. Plans, develops, and coordinates renovation or repair projects, and reviews or prepares scope of work and cost estimates for existing and new maintenance/renovation projects, including proposals and specifications made by other agencies and contractors. Works closely with and in conjunction with the Capital and Operations Manager, Chief Operating Officer, Chief of Staff, and Administration Leadership to ensure the efficient and effective operations of the DHS Motor Vehicle Fleet. Analyses, and evaluation of present use patterns of assigned agency fleet and security, and projects future requirements in terms of expanding or changing administrative, legislative, and/or departmental requirements as related to the attainment of the agency mission, strategic goals and objectives, and diverse organizational functions.

Maintains liaison with the Department of General Services Protective Service Division, the community partnership service providers, technical specialists, private contractors and others involved in security matters. Endeavors to bridge solutions between business problems and the technical/technology solutions. Attends evening community meetings on security related projects. Interfaces with the community to explain details of security issues. Reviews Security Proposals being prepared by the Department of General Services for DHS Protective Services. Negotiates acceptable changes in areas where weaknesses are observed or recommends solutions to problems based on latest information and trends in the field. Develops a comprehensive security plan that acts as the foundation for DHS to guide providers in understanding the DHS security standards and expectation.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. This position also requires traveling to all parts of the Washington Metropolitan area.

Tour of Duty: Monday – Friday 8:15am to 4:45pm (This position may require working on weekends as needed.)

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
  • Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
