This recruitment will be used to fill one permanent full time Fiscal Analyst 2, and one non-permanent full-time Fiscal Analyst 2

This position provides professional journey level financial review and analysis of fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) policy, contract and grant terms & conditions, federal regulations and agency fiscal policies and/or procedures.


This position serves as a specialized fiscal analyst for payroll and benefit consultation and related services to all agency employees. This position is also responsible for retention and management of payroll and accounting records. With these responsibilities, this position works closely with partners including Human Resources, Records Management, supervisors, employees, and all levels of leadership, consulting, monitoring and managing all employee leave and timesheets.

Duties

  • Provides consultation and education to employees on benefits and benefit related concerns, including concerns related to insurance, retirement, federal taxes, electronic fund transfers, other miscellaneous deductions and other payroll issues.
  • Subject matter expert for leave and timesheet applications.
  • Collects and reviews benefit forms and reviews for completeness and accuracy.
  • Provides consultation to employees, addressing payroll and leave related concerns, including concerns related to work schedules, leave, holiday-pay, overtime, and other payroll issues.
  • Enter payroll documents and deduction forms and input items to HRMS. Examples include payroll deductions, Internal Revenue Services (IRS) W4 forms, insurance forms, union cards and banking information for Electronic Funds Transfer (EFT’s) and employee transfers.
  • Inputs transactions for employee new hire, incoming/outgoing transfer, and separation/retirement actions including tax deductions, garnishments, overpayments, underpayments, health premiums, and retirement plan contributions.
  • Coordinates, validates and processes semi-monthly payroll transactions and time and attendance reporting accurately and timely using statewide systems, such as MyPortal and HRMS, and the agency’s custom time tracking system (SUPERSTAR)

Qualifications

Required Education and Experience:

  • Demonstrated ability to provide excellent customer service and maintain confidentiality

  • Fiscal Accountability - Responsibly and accurately handle the public's money when processing financial transactions
  • A bachelor's degree at an accredited institution which includes at least 18 quarter or 12 semester credit hours of accounting, auditing or budgeting. Professional experience may substitute for the bachelor’s degree, but not for the specific credit hours
  • Demonstrated detail-oriented thinking
  • One year of professional level accounting experience

Desired Experience

  • Knowledge of the Human Resources Management System (HRMS)
  • Knowledge of the Office of Financial Management rules and regulations and the State Administrative and Accounting Manual (SAAM)
  • Knowledge of the Agency Financial Reporting System (AFRS), Financial Tool Box & Enterprise Reporting (ER)
  • Intermediate skill level in Excel
  • Experience processing timesheets and leave requests
