Job Description

Duties

  • Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.
  • Vacancies filled under this public notice may have varying levels of promotion potential and supervisory level, if any.

As a Financial Analyst, you will:

  • Prepares research results via memos or presentations and communicates research to internal and external audiences with varying levels of technical expertise to inform decisions for clean energy demonstration projects.
  • Conduct the financial analysis for the Chief Financial Office to support the understanding of market needs and directions related to cooperative agreements for clean energy demonstration projects.
  • Conducts in-depth studies to evaluate the financial, technical, legal, regulatory, and market attributes of each project, including crafting appropriate risk informed sensitivity analysis.
  • Supports and evaluates project specific financial models that leverage inputs such as cost estimates, technical or techno-economic models, and other types of quantitative analysis to understand the economics and financial viability of specific projects as well as different strategies and business models, and the value proposition/economics of clean energy technologies in various markets.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • New supervisors/managers are required to serve a one-year probationary period.

  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as:
1) Providing technical guidance and advice on the appropriate methods or procedures of analysis and evaluation to accomplish the mission and ensure optimum management strategy.; AND
2) Identifying operational and analytical techniques to accomplish project objectives and to produce reliable findings.; AND
3) Providing advice and guidance on alternatives and resolutions to problems and explaining to program and management analysts.
