Job Description
Introduction
The Federal Compliance Program Manager is responsible for creating and leading IBM Software CISO programs to ensure IBM Software products meet or exceed all security and compliance requirements of the Federal marketplace.
Your Role and Responsibilities

This role requires significant cross organizational teaming to deliver positive outcomes.
You will:
  • Define roadmaps for each Product Offering to achieve and maintain FISMA/FedRAMP and DoD compliance accreditations.
  • Define and lead the development of an operational framework to assess the maturity, audit readiness for each Product Offering.
  • Develop and implement programs to measure and assess compliance in alignment with IBM policy and regulatory requirements.
  • Actively maintain cross organizational partnerships to drive continual improvements to keep pace with business and regulatory needs.
  • Act as a subject matter expert for Federal and other External Compliance initiatives.
  • This position requires an experienced senior level program manager. The ideal candidate will bring:
o A deep understanding of requirements, controls, and accreditation process for:
Federal Information Security Modernization Act (FISMA)
 Federal Risk and Authorization Management Program (FedRAMP)
 DoD Cloud Computing Security Requirement Guide (CC SRG)
Security Technical Implementation Guide (STIG)
National Information Assurance Partnership Common Criteria (NIAP CC).
o Working knowledge of cybersecurity policies and industry best practices, and risk analysis.
o A demonstrated record of building and leading Federal Compliance programs.
o The ability to establish and address priorities based on the evolving needs of the business.
o The ability to document complex processes and lead enablement activities for a variety of audiences.
o Communicate factually and efficiently across a broad spectrum of stakeholders is critical to this position.
Remote From Home / Preferred Locations: Dallas, TX / Raleigh, NC / Armonk, NY

Required Technical and Professional Expertise
  • Demonstrated, Level 5, proficiency with Federal regulatory controls and program requirements for FISMA, FedRAMP, DoD CC SRG, STIG and NIAP CC.
  • Demonstrated proficiency with executive level presentations and status reporting.
  • At least 5 years’ experience as a Security/Compliance Program Manager.
  • Comprehensive knowledge of Security and Privacy Regulations (e.g., NIST 800 series, ISO, SOC2, HIPAA, PCI, FFIEC, GDPR)
  • Tenacity for uncovering and addressing concerns in a global matrixed organization.
  • Talent to promote collaboration between stakeholders, solve problems, achieve objectives, meet schedules, improve efficiencies, exercise good judgement, and communicate clearly.
  • Ability to learn and translate technical issues in a business/compliance risk context.

Preferred Technical and Professional Expertise
  • Experience with DevOps concepts, tooling, and software development.
  • Working knowledge of architecture principles of hosted Cloud environments.
  • Proven record of accomplishment delivering innovation and process optimization.
  • Professional Certification(s); (e.g., CIPT, CISSP, CRISC)

The compensation range and benefits for this position are based on a full-time schedule for a full calendar year. The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws. For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
