The primary purpose of this position is to support the goals of the North Carolina Farmworker Health Program and the Office of Rural Health. Under the guidance of the Farmworker Health Program Manager, this position will have the following primary job responsibilities:
- Health promotion and materials development
- Provision of interactive, peer-engaged training opportunities
- Behavioral health program development, integration, and management
- It is expected that this position will work within a team to ensure that additional program activities are accomplished including, but not limited to planning and implementing special projects, building collaborative partnerships, conducting presentations, supporting interns, and providing staff support to the Program’s governing board.
- Monitoring contracts and program outcomes.
- Providing virtual and on-site guidance and assistance to NCFHP’s service delivery sites and other agencies to help ensure access to high quality, patient-centered services for agricultural workers.
- Supporting innovative approaches to respond to behavioral health needs of agricultural workers and their families.
- Engaging with partners to promote safety and health with the agricultural community.
- Participating on NCFHP, ORH, and statewide committees, task forces, and councils.
- Engaging with outreach staff and other partners to inform program development.
- Assisting with grant writing and reporting.
- Identify and share funding opportunities that would support the expansion and sustainability of behavioral health services.
- Communicate regularly with site staff via phone, email, and site visits to monitor Contractor’s grant goals, performance measures, and other agreed upon deliverables according to the ORH monitoring plan for assigned contracts.
- Monitor service delivery sites’ compliance with contract agreements and federal and state grant requirements and expectations, with a focus on behavioral health.
- Provide support and guidance to farmworker health service delivery sites and other health care agencies to ensure patient centered, high quality, culturally relevant care for farmworkers and their family members, with a focus on behavioral health.
- Facilitate capacity building activities and training for outreach staff, supervisors and administrators.
- Develop and maintain initiatives designed to increase access to behavioral health services.
- Assist Program Manager with preparing federal and other grants to support the objectives of the program and the mission of the Department.
- Engage with community partners and agricultural workers to seek input and feedback about needs and service provision.
- Build and sustain partnerships with local, state and national partners in support of agricultural safety and health.
- Conduct training and presentations to raise awareness about agricultural workers and share promising practices.
- Facilitate collaborations between service delivery sites and local and state partners to leverage resources and increase access to care for agricultural workers.
- Engage in the work of task forces, committees, and work groups as assigned.
- Participate in the Office of Rural Health’s Service Area Teams
- Support activities that provide opportunities for students, interns, fellows and others to increase understanding and awareness of the agricultural community.
- Coordinate with NC DHHS Communications to ensure messaging is in line with State requirements.
- Support consistent health messaging among the agricultural community.
- Assist with the identification, organization and dissemination of health education tools and materials.
- Explore digital, paper, and other methods to promote health information for outreach staff, providers and agricultural workers.
- Support the development of effective and engaging communications materials which can include web-stories, videos, educational campaigns, email communication and social media campaigns.
- Contribute to the maintenance of NCFHP’s website to ensure it is up-to-date, relevant, and accessible.
- Enter technical assistance activities in TruServ, a database utilized by the Office of Rural Health.
- Provide guidance and monitoring to maximize the accuracy of program data collection, documentation, and reporting. This includes methods for the retrieval of information to demonstrate the quality and quantity of services as well as the value of services. As required by administration and funders.
- Ensure that Grantees/Contractors are properly entering data and utilizing the tools and care management protocols.
- Complete all required reports and assignments accurately and within the timeframe specified for review by manager or as required by Federal/State or grant guidelines.
- Actively engage in continuous quality improvement activities to improve office or program practices, processes, or protocols.
- Participate in the development and implementation of the program’s strategic plan.
- Foster development of quality improvement process with internal and external partners as appropriate.
- Participate in HRSA’s Operational Site Visit to assist with demonstrating compliance with grant requirements.
- Provide high quality customer service to internal and external partners and adhere to all governing policies.

In this role, the Office assists underserved communities and populations with developing innovative strategies for equal access, high quality and cost-effective health care for all by working with communities to meet the health needs of all underserved residents, fostering state and local partnerships with ownership vested in communities, providing in-depth technical assistance on an on-going basis, assuring clear and measurable accountability, and seeking to eliminate health disparities. Second, in cooperation with DHHS divisions and community partners, the Office assists the Secretary in designing and testing innovative and community-based approaches for meeting DHHS developmental priorities.

- Experience establishing and maintaining effective and respectful working relationships with organizations, agencies, communities, and individuals.
- Experience with coordinating or providing mental health and/or substance use services for historically marginalized populations.
- Prompt, professional, and clear written and oral communication.
- Experience with community and/or patient engagement activities that inform program development.

Bachelor s degree in sociology, psychology, political science, business administration, or related field, from an appropriately accredited institution and four years of experience in social work, public administration, or a field directly related to the specific program assignment
