Job Description

Experience

Minimum 5 years experience as a cost estimator in projects for the oil & gas industry.

  • Engineering and Construction companies: 5 years (Required)

Skill / Attributes / Competencies

 Preferably a Degree in Business Administration or Accountancy, Civil Engineer or equivalent.

 Knowledge and interpretation of public works contracts and subcontracts,

 Analytical with oral and written communication skills,

 Identify extraordinary events (changes) of the contracts/subcontracts and prepare the proposal, management, and recognition for the client.

Job Functions

 Review RFQs and define department deliverables.

 Develop and present Tender Kick-off meetings.

 Develop the planned proposal budget.

 Identify tender clarifications during the bidding process. Work with SUSA management and communicate with the client to resolve clarifications.

 Develop strategic bid qualifications.  Evaluate prospect financial and operational risk within a prospect.  Ensure all costs are identified and captured for the specific project proposal.

 Run Project bid reviews.

 Develop 3rd party mini tenders and sourcing strategies for vendor services. Work with Supply Chain to normalize vendor bids for vendor selection.

 Please work with the Contracts Department to ensure that any proposal offered is within the guidelines of the contract between SUSA and the Client and that it meets SUSA's commercial principles.

 Work with Project Management on the development of prospect execution schedules.

 Present prospect financial and execution models for management approval.

 Develop finished product RFQ/ITT response for Client submittal.

 Develop and maintain Competitor Landscape analysis. Report same to management.

 Assist with strategic market planning.

 Assist with annual and long-range strategic revenue modeling

 Work to standardize tendering process b) Responsibility with regards to the Contracts Department and Project Management:

 Be familiar with the contract and its annexes to follow up on compliance, mainly the following items, without being limited to them:

 Performance Bonds, Warranties, and Insurance,

 Local Content, if required.

 Financing sources.

 Attention to possible penalties

 Preparation of notifications to the client per the contract in case of adverse weather, Acts of God of Force Majeure, extra work, and sending the applicable.
