Environmental Review Compliance Specialist

ICF is seeking an Environmental Review Compliance Specialist to help manage federal grants to recover from disasters and carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in communities.

Key Responsibilities
  • Document program compliance with U.S. Department of Housing and Urban Development (HUD) or Federal Emergency Management Agency (FEMA) and local environmental regulations
  • Provide environmental Subject Matter Expertise for HUD-funded programs including but not limited to housing programs, buyouts and acquisitions, and infrastructure repair.
  • Provide expertise in HUD regulations at 24 CFR Part 58
  • Prepare site-specific environmental documentation.
  • Review environmental documentation prepared by contractors for compliance and accuracy.
Basic Qualifications
  • Bachelor’s Degree and education or experience in natural or physical science, environmental management, or related subjects
Preferred Skills & Qualifications
  • Strong problem-solving skills and demonstrated ability to succeed with new and challenging tasks.
  • Works collaboratively with project team and client to achieve established goals.
  • 1+ years of direct experience in providing environmental review services.
  • Strong organizational skills and attention to detail, including ability to prioritize and multi-task under strict deadlines.
  • Identifies and meets the needs of clients within established guidelines.
  • Understands task expectations and how tasks fit in the overall project.
  • Experience authoring or reviewing area-wide (Tier 1) environmental review records and authoring or reviewing site-specific (Tier 2) environmental reviews, categorical exclusions, or environmental assessments is preferred.
  • Experience supporting environmental reviews, with experience in environmental subjects listed in HUD regulations at 24 CFR Part 58 is preferred or the FEMA EHP process.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
