Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
An Environmental Planning Technician position is available with Colorado State University and the Center for Environmental Management of Military Lands to be located at Fort Polk, Louisiana. This position will serve as the Environmental Planning Technician. The position will provide the support necessary to assist the Fort Polk Conservation Branch programs through National Environmental Policy Act ( NEPA ) and Maneuver Damage and Mitigation Monitoring. Additional supported programs include Integrated Natural Resources Management, Cultural Resources, Integrated Pest Management, and the Threatened and Endangered Species Program. The majority of support will include NEPA document preparation, NEPA document tracking, post- NEPA monitoring, mitigation monitoring, and Maneuver Damage inspections.
Required Job Qualifications
  • 1 year of experience in natural resources
  • High School Diploma (or GED )
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Preferred Job Qualifications
  • Experience communicating with stakeholders and/or the public
  • Knowledge about/experience with the following regulations: the Council of Environmental Quality’s ( CEQ ) NEPA regulations (40 CFR parts 1500-1508); Knowledge of Army Regulations 200-1, Environmental Protection and Enhancement; 32 CFR part 651 Environmental Analysis of Army Actions; and Army IMCOM NEPA Practices and Procedures.
  • Experience with ArcGIS working with/creating shapefiles, maps, or geodatabases
  • Experience with MS Word, MS Excel, MS Powerpoint
  • 1+ years of professional experience with NEPA .
  • Experience operating 4-wheel drive vehicles, ATVs/ UTVs.
  • Experience working with a multi-disciplinary team.
  • Experience with technical writing/reporting
  • Bachelors of Science in environmental science, natural resources, or related field that is conducive to managing all aspects of the position.

  • Compile and report damages to the Maneuver Damage Coordinator with determination of preferred remediation and coordinate rotational clean-up with engineering entities, DPW Engineering and Planning Divisions, and DPTMS to implement repairs.
  • IAW with established SOPs serve as a team member and inspector for the Installation’s Maneuver Damage Program.
  • Participate in all maneuver damage events beginning E+1 through completion. Furnish report(s) and accurate Maneuver
  • Perform maneuver damage inspections after training events and major training rotations to determine the extent, location, and degree of natural resources damages.
