Job Duties

Acts as Agency expert in water reuse issues and participates in the development of policies and regulations and training on the topic. Independently reviews complex plans and specifications to determine if they will comply with all regulations and policies and recommend approval/denial to the permitting authority. Reviews and evaluates monitoring reports from wastewater injection into groundwater (SWIFT) and related projects. Participates in the design of research projects and new water reuse projects as assigned. Serves as technical liaison to Potomac Aquifer Recharge Monitoring Lab (PARML) and SWIFT Oversight Committee and coordinates with other participating agencies as needed. Informs VDH upper management of any issues resulting from SWIFT or related projects. Monitors other reuse projects for new and applicable issues and trends in the industry, including emerging contaminant issues. Independently conducts special projects as assigned. Provides technical support to other sectors of the division such as onsite sewage and wells. Supervision is received only if political or economic ramifications are imminent or if complex policy interpretations may have a possible effect on local and district health departments.

Minimum Qualifications

1. Ability to pass a pre-appointment criminal record check and background investigation.
2. Comprehensive working knowledge of environmental engineering.
3. Knowledge of federal and state laws and regulations, which affect the assigned program.
4. Ability to provide sound engineering decisions for complex engineering projects.
5. Demonstrated ability to write and orally present technical information.
6. Demonstrated ability to address the public and hold meetings.

Preferred Qualifications:

1. M.S in engineering or related field
2. Licensure as a P.E
