Job Description
Essential Job Duties

  • Maintain the division’s webpages on the City’s website.
  • Develop and implement education for division employees regarding materials accepted in the City’s programs.
  • Manage litter abatement program contracts with outside organizations. Coordinate litter abatement work locations, manage program budget and track program metrics.
  • Work non-traditional hours to accommodate weekend events and perform other duties as assigned.
  • Provide outreach, communication and technical assistance to the community and businesses about recycling, composting, waste reduction and other environmental sustainability programs and services.
  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  • Develop and foster community partnerships with businesses and non-profits to increase participation in waste reduction program.
  • Develop content and budget preparation for yearly education plan. Identify and outline initiatives or programs in support of the Solid Waste Reduction, Diversion, and Recycling Master Plan.
  • Coordinate creation of media content with Media Services Division for outreach promotions.
  • Work with university student groups on development of sustainability community outreach projects (i.e. green business initiatives, multi-family waste reduction, food waste composting, etc).
  • Train, coordinate and supervise the work of volunteers performing citywide cleanups of lakes, streams and roadside litter collections inside the City of Fayetteville.
  • Provide internal consulting and technical assistance to other departments for programs and outreach efforts in order to institutionalize recycling and waste reduction programs with City operations.
  • Compile, analyze, interpret and develop information and/or educational materials related to social media outreach, press releases, and website content for waste reduction, recycling and solid waste education.
  • Serve as Department/Division liaison for various boards, commissions, special interest groups, outside organizations and other City Departments/Divisions.
  • Develop and maintain education and program metrics to track behavior change and increase participation in waste reduction and recycling programs.
  • Write grants and award applications for the Division. Assist with grant management.
  • Present and speak publicly regarding waste reduction, recycling and solid waste programs including speaking at City Council meetings.
  • Communicate project and program information to internal and external customers through presentations, workshops, educational tours, instructional videos, or training about waste reduction and recycling programs.

Secondary Job Duties

  • Secondary duties as assigned.
  • Serve as backup to perform duties of Waste Reduction Manager as needed.

Minimum Qualifications

  • Ability to calculate addition, subtraction, multiplication, and division.
  • Effectively communicate with others orally and in writing.
  • Ability to respond to common inquiries or complaints from customers, members of the business community, Police Department and Fire Department.
  • Position requires high degree of organizational skills, social media and design skills, strong writing and editing skills, and the ability to prioritize appropriately and meet deadlines.
  • Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
  • While performing the functions of this job, the employee is regularly exposed to an office environment but will be required to work in wet/and or humid conditions and outside weather conditions on occasion with potential extreme heat in the summer and cold in the winter.
  • Ability to work with frequent interruptions and changes in priorities.
  • Bachelor’s Degree from an accredited college or university in environmental education, environmental science, public education, marketing or related field and two years of related experience. Previous experience working in public outreach programs preferred.
  • Must possess a valid Driver’s License.
  • Ability to use computers and proficiency in word processing, presentation, publishing and spreadsheet applications. Must be able to effectively operate standard office equipment.
  • While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 20 pounds.
  • Ability to read, analyze, and interpret Division Rules, and City ordinances pertaining to the Recycling and Trash Collections Division.


Full Time, 40 or more hours per week, non uniformed employee. Eligible for all City benefits offered to full time non uniformed employees and all full time City accruals of paid leave.
