ABOUT THE OFFICE OF EARLY CHILDHOOD:

A collaboration between the City of Cambridge and Cambridge Public Schools, the mission of the Office of Early Childhood (OEC) is to connect the Cambridge early childhood ecosystem, align early childhood services and information, and advocate for and advance the needs of all young children, their families, and the early childhood workforce. The vision for this work is that every child and family in Cambridge has access to high quality early care and education experiences. As a result, all children enter school ready to thrive academically, physically, socially, and emotionally and continue to do so through third grade and beyond.

ABOUT THE ROLE:

The Office of Early Childhood is the lead organization in the collaborative design, development, and implementation of universal preschool for the city of Cambridge. The universal preschool program is a publicly funded, mixed-delivery preschool program that includes school-based, city, and community programs; accessible through a single application process. The Enrollment Manager will lead the work of enrolling all eligible Cambridge children in the newly created Cambridge Preschool Program (CPP). They will manage the CPP Application Platform to ensure it is operating as needed for families and partner programs. This position will work closely with the Cambridge Public Schools, and City of Cambridge IT departments as well as CPP partner programs. This position will be part of the OEC Family and Community Engagement team and will report to the Director of Family and Community Engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The specific duties of the position include but are not limited to the following:

Platform Implementation/Management

  • Manage the CPP application platform for OEC and partner with CPSD, City of Cambridge IT, and the software vendor to ensure successful implementation.
  • Working with the software vendor and current team, play an active role in the development of the platform including a guide for how to use the platform and a plan for training users.
  • Serve as a leader and internal expert on enrollment into the Cambridge Preschool Program.
  • Oversee the platform, procedures and processes for application and placement of children and families into CPP.

Application and Placement Process Management

  • Work with current OEC staff and other partners to develop, communicate and oversee procedures and processes for CPP application and placement.
  • Develop and implement a comprehensive strategy, including timelines, procedures, and documentation requirements.
  • Manage the collection, review, and verification of CPP applications and supporting documents, including a system to follow up with families and/or family support partners to complete necessary steps for CPP application.
  • Maintain accurate application and placement records.
  • In partnership with CPSD and City of Cambridge IT departments ensure secure transfer of child specific applications data to all preschool providers and that other processes are coordinated.

Stakeholder Collaboration and Communication

  • Serve as the primary point of contact for parents and caregivers regarding CPP application and placement inquiries and concerns.
  • Primary contact for designated enrollment coordinator at CPP partner sites.

  • With the OEC team prepare and distribute application-related communications, including packets, guidelines, and notifications to parents and caregivers.
  • Ensure that the CPP enrollment process is responsive to family and partner programs needs and interests .
  • Actively engages in and supports the Department’s Race and Equity Initiative.
  • With the OEC team conduct information sessions and workshops to assist parents with the application and placement process and answer their questions.
  • Stay informed about best practices in Pre-K enrollment and early childhood education to inform program improvements.

MINIMUM REQUIREMENTS:

  • Minimum of 3 + years of experience working in enrollment, as a business analyst or project manager, or working with Customer Relationship Management (CRM) software.
  • The City of Cambridge’s workforce, like the community it serves, is diverse. Applicants must have the ability to work and interact effectively with individuals and groups with a variety of identities, cultures, backgrounds, and ideologies.
  • Comfortable providing group and individual training.
  • Proficiency in using enrollment management software and databases.
  • Ability to work some nights and weekends.
  • Systems thinker who can connect daily tasks to larger systemic priorities and future improvements.
  • Excellent communication, problem solving and communication skills.
  • Strong interpersonal skills, highly organized and detail oriented.
  • Ability to analyze data and generate reports using spreadsheet and database software.
  • Bachelor's degree in Early Childhood, Education, Human Services or related field.
  • Demonstrated commitment to diversity, equity, and inclusion.
  • Knowledge of Cambridge community is an asset.
  • Familiarity with requirements that aligns with Preschool Provider state licensing regulations.
  • Ability to work independently and manage multiple priorities and projects simultaneously.
  • Ability to handle complex and confidential information with discretion.
