Job Description

    The City of Coos Bay is soliciting applications for the position of Engineering Technician.     GENERAL STATEMENT OF DUTIES: Performs engineering work of a moderately complex nature in the investigation, location, design and construction of improvements and maintenance projects, e.g., permit and land use review, customer service, inspection, updating maps, and related tasks.

    SUPERVISION RECEIVED: Works under the supervision of the Public Works and Community Development Director; otherwise, works under the general supervision of the Engineer who assigns projects and reviews work for compliance with standards.

    SUPERVISION EXERCISED: Supervision of other employees is not a responsibility of an employee in this classification.

    TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following tasks. However, these examples do not include all the specific duties which an employee may be expected to perform.

    • Review and process all permits and land use applications. Coordinate with all departments regarding permits and land use applications.
    • Perform inspections for permits.
    • Assists Engineering Services Coordinator as required.
    • Assists Wastewater Project Engineer as required.
    • Coordinates with the GIS Coordinator regarding updates to sewer and street engineering maps.
    • Receives and follows up on all questions submitted by phone or at the counter regarding projects, permits, city policies, and customer concerns.
    • Performs construction inspections as required.
    • Prepares written correspondence to City staff, property owners, architects, engineers, and others related to such matters as permits, land use applications, infrastructure issues, and plan reviews.
    • Performs related work as required.

    DESIRABLE QUALIFICATIONS FOR EMPLOYMENT

    KNOWLEDGE, SKILL AND ABILITY: Reasonable knowledge of the techniques, principles, methods and practices and materials commonly involved in engineering projects. Knowledge of pertinent regulations and codes is desired. Ability to obtain information from engineering plans and specifications. Ability to gather and correlate data from various sources and to provide a final plan or major chart. Ability to communicate effectively both orally and in writing and establish and maintain effective working relationships with contractors, employees and the general public.

    EXPERIENCE AND TRAINING: Graduation from high school or possession of the equivalent GED certificate. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.

    ESSENTIAL FUNCTIONS: An employee in this position must have the physical strength and agility to perform the job duties of this position; considerable knowledge of mathematics, including trigonometry and its applications to engineering; and knowledge of property mapping systems, and surveying principles, practices and methods. Must have the ability to communicate effectively both orally and in writing, and establish and maintain effective working relationships.

    TOOLS AND EQUIPMENT USED: Personal computer, including word processing, spreadsheet, and data base; pipe locator; engineering calculator; motor vehicle; phone; and mobile radio.

    PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

    While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderate.

    General Schedule: Monday-Friday, 8:00am – 5:00pm, subject to change for operational requirements
