Devoted to providing engineering support, inspection and professional civil engineering for a variety of utilities, facilities projects as well as review of public and private development projects. Incumbents perform entry-level professional engineering work or supervise paraprofessional engineering staff engaged in permit review and assessment. Work requires independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Incumbents may provide reviews of drawings and permits, or assisting with construction project design, bid and project management or designing, operating and managing traffic control systems.
Responsible for reviewing drawings; calculating and managing bonds; processing applications; conducting inspections; responding to customer questions; assisting with contract administration and management, including creating cost estimates and project manuals; defining solutions to issues; coordinating the bidding process; managing project schedules and budgets; developing project scopes and researching design options; obtaining permits; maintaining records; planning, designing, operating, and maintaining systems and structures in the assigned area of operation; creating drawings and concepts; reviewing and updating plans; providing assistance in supervising paraprofessional engineering staff; interpreting and developing policies; providing quality control duties; verifying permits; calculating assessments; and/or performing related duties.

Duties/Responsibilities

  • Processes development and project-related applications; processes, issues, and/or approves assigned permits and certificates; maintains databases; prepares reports; performs billing duties; collects and allocates fees to appropriate accounts; processes invoices and generates payment requests; and reviews, verifies, and analyzes information to make recommendations and ensure accuracy, completeness, and compliance with applicable regulations, policies, and procedures.
  • Conducts final inspections to facilitate infrastructure acceptance, warranty and repair requirements; evaluates projects, proposals, and applications; reviews plans and documentation; and coordinates with developers, inspectors, and higher-level and other staff to assess compliance with specifications; prepares related documentation, including punch lists; receive approvals; and finalizes and closes projects.
  • Provides customer service; coordinates with a variety of internal and external staff, departments, and agencies; and attends meetings, to provide professional and technical information; process and evaluate requests; prepare and review technical documentation; ensure compliance with design and project requirements, and applicable regulations, policies, and procedures; and facilitate related departmental operations.
  • Manages project funds and securities; reviews and manages funds; calculates Construction bonds and ensures bond meets City requirements; reviews construction and engineering documentation; and coordinates with senior management and attorneys to resolve complex technical issues.
  • Performs project coordination and contract administration; develops cost estimates; creates project manuals and documentation; provides complex support on engineering studies, develops project scope; researches engineering design options; coordinates project bidding processes; evaluates project risk and takes action to mitigate risks; obtains appropriate permits; and ensures projects are on schedule, within assigned budgets, and comply with applicable regulations, policies, and procedures.
  • As assigned, may serve as a lead worker, assigning work and monitoring work completion or supervise paraprofessional and support staff, to include conducting performance evaluations, coordinating training, and implementing hiring, and discipline and termination procedures.
  • Plans, designs, operates, and maintains systems and structures in the assigned area of operation; reviews, prepares, updates, and communicates plans, drawings, and concepts; conducts field reviews; assesses and evaluates project plans and operations; calculates costs; and ensures plans and operations comply with applicable requirements, standards, policies, and procedures.

Minimum Qualifications & Experience

  • One year of engineering-related experience (which may include internship experience).
  • Bachelor’s degree or equivalent in engineering or a directly related field
  • A valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
