DESCRIPTION OF DUTIES:
The GDA Meat Inspection Section (GMIS) governs and regulates the statutes on meat slaughter and processing plants to assure a safe, wholesome, and properly labeled meat supply for consumers. Meat Inspection regulates red meat slaughter & processing and performs daily inspections of state facilities, federal facilities, and custom-exempt facilities.
The Meat Inspection Program provides compliance oversight of meat products in commerce and the slaughter and processing of farm-raised commercial non-amenable species.
Job Summary:
This position serves as the Enforcement, Investigative, Analysis Officer (EIAO) for GMIS and, as such, will conduct and document comprehensive and/or focused food safety assessments (FSA’s) at all state-inspected meat facilities throughout the state, at prescribed frequency and/or on a for-case basis.
- The EIAO is also available to provide outreach activities and/or technical assistance to staff, licensed facilities, and other interested parties throughout the state; and maintains working relationships with other regulatory entities.
- This position assists the GMIS Program Manager in conducting quality assurance activities for the program including but not limited to running and evaluating monthly reports (e.g. slaughter, Public Health Information System (PHIS) tasks, Memorandums of Interview (MOI), Kidney Inhibition Swab (KIS) tests); reviewing and evaluating the quality of noncompliance records (NRs); assisting with the completion of the annual self-assessment; tracking in-depth reviews; and other duties as assigned.
- Review and approve all product labels submitted from GMIS-inspected establishments to assure product standards and identity comply with current FSIS Labeling Standards and Policy guidance.
- The EIAO will prioritize FSAs using Public Health Regulation Evaluation (PHRE) and will review information in the Public Health Information System (PHIS) before conducting an FSA.
- This position will also serve as the New State Establishment Coordinator for GMIS and, as such, will be the first point of contact for individuals seeking to obtain a state meat license, will coordinate new facility reviews with local GMIS District Supervisors, and will track the status of new facilities throughout the state.
This position requires that you have your own personal transportation and be willing to work statewide as dictated by program requirements (travel outside headquarters is expected to be approximately 50%, including some overnight stay).
MINIMUM QUALIFICATIONS:
Completion of a bachelor's degree in agronomy, animal science, biology, chemistry, or a related area AND Two years of experience conducting inspections and investigations for compliance.
OR
Certification as a registered sanitarian or environmental health specialist AND Two years of experience conducting inspections and investigations for compliance.
OR
Three years of experience in Meat Inspection or a Food Safety related field.

PREFERRED QUALIFICATIONS: Preference will be given to applicants, who, in addition to meeting the Minimum Qualifications, possess knowledge, skills, and abilities in the following areas:
- Strong organizational skills.
- Knowledge of state and federal meat laws and rules.
- Ability to prioritize and schedule job duty requirements.
- Previous experience with computers including working knowledge of PHIS and Microsoft Office Suite.
- Ability to work independently and with a team.
- At least one year of state or federal meat inspection experience in a position equivalent to the GMIS Meat Inspector 2 position.
- Demonstrated skill in coordinating and solving problems.
- Knowledge and experience in conducting On-site Establishment reviews.
- Excellent reading, writing, and analytical skills.
- Completion of USDA/FSIS Inspection Methods Training, USDA/FSIS Livestock Slaughter Inspection Training, USDA/FSIS Enforcement, Investigative, Analysis Officer (EIAO) Training.
- Demonstrated ability to communicate verbally and in writing, in a timely and accurate fashion, with peers, management, private industry, etc.
CONDITION OF EMPLOYMENT: If the selected candidate isn’t already EIAO trained, he or she must complete USDA EIAO training at the first available opportunity.
