Job Description
Position Description
Tacoma Power's Power Management division is looking for an Energy Research and Development Project Manager to join their team. The Energy Research and Development Project Manager will lead Electrofuel projects (hydrogen, formic acid, etc.), support engineering staff construction contracts, analyze power system benefits for new programs (solar, batteries, etc.), and grant writing, tracking, and planning.
Responsibilities Include
  • Research and apply for grants to help Energy Research and Development fund projects to pilot electrofuels, install EV charging, and test demand response equipment.
  • Evaluate technical applicability and financial feasibility of technology (e.g. hydrogen electrolyzers, formic acid fuel cells, batteries, managed EV charging, etc.). Make adoption and deployment recommendations to internal and external customers based on evaluation and analysis results.
  • Analyze demand side technology, such as grid connected water heater controllers and programmable in the context of utility power system needs. Make recommendations on how (or if) the utility should support new technology.
  • Provide project management support to the Energy Research and Development Group. Support includes buildout of project timelines and milestones, navigating various purchasing processes (including public works construction), reporting to various entities (e.g. Washington State Department of Commerce) and coordinating stakeholder outreach.
Qualifications
  • Bachelor's degree in Engineering, Economics, Business or Public Administration or directly related field
  • 4 years of experience in electrical power operational modeling, trading and quantitative analysis
*Equivalency: 1 year of experience = 1 year of education
Knowledge & Skills
Tacoma Power is looking for the following knowledge, skills, and experience for this position.
  • Project Management - identifying key stakeholders, breaking down the project into specific task, creating timelines, setting milestones, creating clear project scope, identifying potential issues and creating mitigation plans.
  • Grant writing and organization - determining if specific grants apply to potential pilots, scoping and stakeholder development, grant writing, grant management.
  • Electrofuels -fuel cells and/or electrolyzer theory, construction, or operation.
  • Benefit / Cost analysis - quantifying benefits and costs for economic tests, time-series energy modeling, application of non-energy benefits.

Other Employment Information
Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
