Job Description

Duties Include:

  • Attends meetings, captures notes, and shares key takeaways with applicable staff.
  • Supports curriculum development, data analysis, and records administration.
  • Liaises with appropriate Federal agencies and private sector entities regarding issues, initiatives, and standards related to emergency preparedness and life safety.
  • Develops/reviews planning documents, procedures, briefing slides, reference documents, white papers, and other documentation, as needed.
  • Provides direct support to the development, readiness, and implementation of the House life safety and emergency preparedness program and on occasion, works independently to provide guidance and coordination, for related activities, projects, and programs.
  • Serves as a watch officer in the House Operations Center Duty Program; 1-4 days per month; available to work long hours, nights, and weekends when necessary.
  • Analyzes, reports on, and provides guidance on program budget, strategy, and program management initiatives.
  • Actively supports the Office Emergency Coordinator program, including outreach, training, planning assistance, program administration, data management, and related tasks for Member, Committee, and support offices. Requires data management and basic database skills.
  • Supports exercise development and execution, as needed.
  • Works with Legislative Branch Organizations, House offices, and stakeholders to develop life safety plans at the campus, building, and office level.
  • Maintains ability to operate equipment and functions in the House Operations Center in accordance with EMD standards and guidelines.
  • Available for recall 24/7 to deploy to support emergency management and continuity efforts.
  • Manages multiple projects and programs without continuous oversight and direction.
  • Delivers prescribed training on topics of emergency preparedness, life safety, emergency planning, and protective actions to small and large groups virtually, in offices, and classroom settings.
  • Supports the Director of Preparedness and Program Manager for Preparedness with carrying out various assignments to further the goals of EMD. May be required to act as the Program Manager for Preparedness in his/her absence.
  • Supports the House Operations Center activations, special events, and projects, as required.
  • Conducts extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
  • Assists the Director of Preparedness and Program Manager for Preparedness with special projects.


Work Experience and Education:

Bachelor’s degree and some emergency management, preparedness, life safety planning, and/or project/program management experience. Active top-secret security clearance or must be able to obtain and maintain a top-secret security clearance.

Knowledge, Skills, and Abilities:

  • Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues.
  • Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.).
  • Refined and proficient written and oral communication ability.
  • Strong organizational skills.
  • Knowledge of national policies and best practices in Emergency Management.
  • Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems.
  • Ability to manage multiple tasks simultaneously.
  • Strong public speaking ability.

Work Schedule:
Full-time, permanent. Monday – Friday, 8:30 a.m. – 5:00 p.m. Work outside of normal business hours, when necessary, evenings and weekends may be required.

Travel:

Occasional travel may be required (<10%).
