Job Duties

Virginia Department of Corrections will consolidate the management of Health IT systems in order to provide standardization, clinical informatics best practices, support and compliance.
The agency desires to achieve data integrity through information governance and collaboration of stakeholders in the development of standards and rules for electronic healthcare documentation. Electronic Health Records (EHR) is critical to the delivery of quality inmate care, sound fiscal stewardship of clinical resources, and data governance supporting the confidentiality of inmate health records.
As a legal custodian of health records in terms of organization, content, maintenance,
and authorized release, this position leads the development and implementation of health information standards and policy and Health Information Management (HIM) training programs. This position connects clinical, operational and administrative functions through collaboration with Health Services Unit (HSU) and Mental Health Services, Information Technology, Health finance, Inmate Management Services, Records Administrator and Administrative Compliance.

  • Prepare project plans, cost, schedule, and performance metrics utilizing industry-standard project management processes and frameworks (e.g., PMI); manage project budgets, timelines, resourcing, and work quality.
  • Lead large, diverse project teams during normal day-to-day operations as well as during emergency response events (e.g., infectious disease outbreaks)
  • Manage project budgets, timelines, resourcing, and work quality.
  • Lead complex, technology modernization initiatives, typically within cloud-based environments. Actively monitor project risks and scope creep to identify potential issues and propose solutions to mitigate them.
  • Work closely with all Stakeholders to appropriately prioritize projects.
  • Work closely with stakeholders to identify, assess, and resolve project issues. Mitigate issues and facilitate proactive problem solving with both internal stakeholders and external clients.

Minimum Qualifications

High School Diploma. Experience in a scientific research, clinical environment supporting/managing programs involving Information Technology and Healthcare disciplines. Excellent organization and planning skills and an understanding of the utilization of technology in the business processes of the Department. Ability to communicate effectively both in oral and written forms is essential. Managed technology programs in a health care setting. Experience with Business Agility initiatives including new and innovative ways of teamwork and collaboration. Experience with organizational change management. Comprehensive knowledge of administrative, ethical, and legal requirements and standards related to healthcare delivery and privacy of protected health information (PHI). Proven ability to implement data quality standards for accuracy, timeliness, consistency, and completeness. Understanding of regulatory requirements and industry best practices.

Preferred Qualifications:

Bachelor’s degree in a clinical related field or Information Technology. Advanced degree in informatics with extensive experience. Experience in clinical setting with evidence of experience in informatics. Correctional experience.
