Transmits proposal and project information from the Project Programming System (P2S) to the AASHTOware Project system for use by the Letting Preparations Office to prepare proposals and estimates for the letting. Prepares the monthly SCEIS Project Funding report and provides it to the Construction Office to ensure that all contractor estimates are applied to the appropriate funding source. Ensures that data is consistent between P2S and AASHTOware Project (Preconstruction and Construction).
Manages the administration aspects of the letting process, to include creating and uploading monthly the Notice to Contractor, Proposals, and Apparent Low Bidders. Serves as point of contact for questions for the Contract Administration Office. Manages the production, encryption, and transmittal of EBS files, DBE list, and Alert messages to Project Bid. Downloads and enters the results of bids from Project Bid for the highway letting each month and disseminates information to DOT personnel and the general public. Serves as liaison between contractors and SCDOT for Project Bid.
Provides technical support to construction contractors and departmental personnel on a daily basis in the functionality of the AASHTOware Project. Works with development and maintenance of policies and procedures for the Director of Construction office and develops, designs, and improves office automation. Provides support and training for Contract Administration office with IT related issues and assists with streamlining workflow processes. Maintains information and ensures data accuracy in P2S to ensure obligations are accounted for in the correct E Commission Approved Categories and Programs. Performs other related duties as assigned.
A bachelor's degree and three (3) years of relevant program experience; or an approved acceptable equivalence. A valid motor vehicle license is required.
