The Northern Parks Division of the Montgomery County Department of Parks seeks an innovative leader who is dynamic, results driven, and goal oriented to serve as Division Chief. The successful candidate will be responsible for coordinating, managing, and directing comprehensive parks programs and maintenance functions for 237 developed park sites including regional parks, urban parks, athletic fields and neighborhood recreation centers, reporting directly to the Deputy Director of Operations


The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner. The Northern Parks Division of Montgomery County Department of Parks manages 187 parks, including urban, local and regional parks, consisting of 116 playgrounds, 139 athletic fields, 161 miles of trails, and 89 picnic shelters. This division has a hardworking team of 122 employees and utilizes over 100 pieces of equipment to accomplish the Department's mission.

Examples of Important Duties


  • Demonstrate fluency in data analysis to advise strategies and create metrics.
  • Collaborate with other divisions, staff, citizens, and external community bodies, to promote growth within the Division and Department.
  • Attend conferences and trainings to identify new programs and methods.
  • Benchmark organizations locally and nationally for best practices.
  • Collaborate closely with Divisional Managers to develop plans for major projects.
  • Communicate periodic administrative reports on the division’s goals and progress.
  • Oversee inspections and strategic plans for improvements.
  • Implement project management tools to ensure programs are completed.
Human Resources:


  • Establish meetings with Union representatives to ensure a positive relationship.
  • Demonstrate effective performance management practices through communication of expectations, providing regular feedback, and holding staff accountable for work performance.
  • Support ongoing training and development through consistent evaluation of compliance of commission policies and practices and employee development needs.
  • Promptly deal with all disciplinary issues, utilizing the internal support services.
  • Promote a diverse work force by supporting and engaging all employees, and filling position vacancies through inclusive recruitment and hiring efforts.
Budget and Financial:


  • Provide fiscal oversight of annual budgets and effectively develop, defend, administer and monitor the Division’s budget.
  • Continually review and adjust operational efficiencies at each facility.
  • Assist Park Managers with establishing budgets that reflect appropriate projected expenditures and revenues.
  • Meet all performance measure deadlines and ensure compliance with all procurement procedures.
  • Proactively identify potential areas that prohibit success and develop effective strategies and policies to meet Division and Department goals.
Preferred Qualifications:


  • Six (6) years of progressively responsible supervisory or management experience.
  • Ability to communicate in another language a plus.
  • A Bachelor’s Degree in Management, Business Administration, Environmental Sciences or related field and six (6) years of progressively responsible experience in Park Administration, or related subjects including
  • Certified Park and Recreation Professional (CPRP) certification or the ability to achieve it.
  • Proven proficiency with the use of technology and computer systems for data analysis, communications, presentations and reporting.
Working Conditions:


Works primarily in an office and occasionally onsite in our Parks and facilities. Considerable pressure to meet deadlines. Minimum Qualifications


  • Six additional years park administration/management experience that relates to functional area of assignment (e.g., park enterprise, interpretation and conservation, horticulture and forestry, maintenance and development) that included four years supervisory experience; or
  • Bachelor's degree or four years progressively responsible experience in park administration, or related subjects; and
  • An equivalent combination of education and experience.
  • Valid Maryland driver's license or the ability to acquire one.
