Mexico Pacific is developing a greenfield LNG project in Mexico, advancing the global energy transition to cleaner burning fuels, furthering energy security, and leading the way towards a closer, more sustainable future.
We are seeking an RFO Manager to join our team in support of the Ready for Operations (RFO) Program for our Mexico based Assets. This role reports to the Vice President, Operations and will be responsible for developing and leading the organization’s RFO program, specific to our Mexico Facilities.
The candidate will be responsible for all aspects of the RFO program, utilizing a cross-functional leadership style working closely with internal teams such as Operations, Operations Engineering, Maintenance, Procurement, HSE, Regulatory, IT, and HR both in USA and Mexico, as well as externally with applicable stakeholders. The RFO Program is the primary roadmap for the facility to be able to achieve Ready for Operation milestones. The RFO Program Manager is responsible for developing, executing, maintaining, and communicating an RFO deliverables database and tracking to completion.
Responsibilities
- Coordinate and facilitate RFO related validation activities with internal and external stakeholders to confirm operational readiness.
- Conduct progress review meetings to co-ordinate, expedite and follow-up to meet RFO goals and objectives between all RFO functional teams.
- Lead development of all Operations business processes, including supporting policies, strategies, plans and procedures.
- Lead the development, review, and execution of Ready for Operations (RFO) Plans for a new greenfield operating asset.
- Engage with key functional stakeholders and support groups on a daily basis to guide and monitor the planning and execution necessary to support timely completion of RFO deliverables
- Establish and program manage a structured, well-managed and executed RFO program with a large number of stakeholders.
- Facilitate the development and tracking of strategic KPIs and use of analytical tools to measure performance and progress on critical activities.
- Lead recurring meetings and manage project documentation, to identify challenges, and opportunities within the delivery of RFO activities.
- Support the development, review, and finalization of the OPEX and CAPEX Budgets for new operating assets.
- Perform additional assignments as required, for Operations Services support, including HAZOP, Model Reviews, Operability Reviews etc.
- Review of EPC contractor system completions, commissioning and startup procedures/plans and handover plans.
- Support development, review, and alignment of Operations Staffing and Training Plans related to new operating assets.
- Review RFO deliverables schedules ensuring the appropriate level of details and structure are applied with effective progress monitoring.
Required Education, Skills & Experience
- Bachelor's degree preferably in engineering with 10+ years’ experience in Oil and Gas Operations in a similar position of responsibility and experience in RFO development
OR
- 10+ years industry experience in LNG operations with at least 5 years of experience in a similar
position of responsibility and expertise in an operating LNG facility.
- Must be able to travel to Mexico as business needs require.
- Broad knowledge of planning, system, services, processes, and procedures for LNG operating facilities.
- Ability to travel as needed both domestically and internationally is required.
- Motivated with a hands-on experience in managing and expediting teams, facilitating and coordinating to meet timelines, and accommodate any priority changes.
- Broad knowledge of technical aspects across multi-disciplinary LNG operations and maintenance, HSE, Procurement, Operations Engineering, HR, IT.
- Excellent attention to detail and ability to efficiently summarize and prioritize information.
- Excellent organization and planning skills, with ability to gather and validate progress data and anticipate completion dates based on progress for a cross functional readiness program.
- Able to develop and execute a facility wide Ready for Operations program while clearly communicating expectations with all Executive, Functional Team Leaders and members on technical and operational matters.
- Experience working in a dynamic, fast paced environment with excellent leadership, written, verbal and interpersonal communication skills.
- Specific knowledge of Primavera schedule planning software is required, and Power BI is preferred as core tools required in this role.
- Project Management Tools including Microsoft Office Suite; Word, Excel, Project, and PowerPoint.
