Job Description
Duties
This position serves as the Director of the Procurement Services Staff (PSS), which is part of the Justice Management Division (JMD) in the U.S. Department of Justice (DOJ). PSS is based in Washington, DC and reports to the Assistant Attorney General for Administration through the Deputy Assistant Attorney General for Policy, Management, and Procurement (DAAG/PMP), who is the Department's Senior Procurement Executive). PSS provides acquisition support to and is the operational procurement authority for JMD and the Department Offices, Boards and Divisions (OBDs). The Director, PSS serves as the principal advisor to the Deputy Assistant Attorney General for Policy, Management, and Procurement on procurement and other programs within the purview of the staff, as well as provides expert and authoritative consultation on highly specialized matters of utmost complexity, sensitivity, scope and urgency.
  • Directs the development, establishment, and administration of procurement and other staff programs, policies, procedures, services, projects and initiatives. Establishes technical and professional standards in accordance with applicable laws, rules and regulations. Monitors emerging trends and provides leadership and guidance to PSS supervisors and staff in exploring new methods or innovations for adoption that will benefit the mission.
  • Establishes objectives, goals, and operational plans that are compatible with and fully support JMD strategic mission objectives, goals, and plans. Monitors progress toward organizational goals and makes adjustments to ensure success.
  • Coordinates with the Director, Office of Acquisition Management on acquisition policy. Coordinates with the Director, Office of Small and Disadvantaged Business Utilization, and directs implementation of effective small business policies and programs across JMD and the OBD's to support Department small business goals and efforts.
  • Exercises authority in establishing and revising important PSS policies and contributing to development and furtherance of JMD mission and/or administrative programs, principles, and strategies. Translates and communicates broad agency policies and objectives in terms of immediate organizational plans, goals, and strategies.
  • Institutes accountability and control systems and methods to assure successful execution of the PSS mission, programs and services, and to promote continual improvement in effectiveness and efficiency of operations and services. Establishes PSS service philosophy, standards for delivery of services and programs, and criteria for evaluating employee contributions.
  • Directs work of the organization comprised of approximately 35 procurement professionals and staff toward accomplishing mandated mission functions and program objectives. Provides administrative direction over establishment of PSS priorities, fulfillment of goals and objectives, and provision of key programs and/or services of PSS groups. Authorizes the design, conduct, and communication of important mission or program initiative and projects.
  • Builds constructive partnerships and collaborates with executive counterparts in JMD, the OBDs and other organizations to administer procurement and other PSS programs effectively. The incumbent exercises leadership in shaping comprehensive procurement and other program policies and services that are responsive to JMD and OBD needs and objectives.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications
The application process used to recruit for this position is RESUME-ONLY. The applicant must address the Mandatory Technical Qualifications (MTQs) within their resume. Your responses to the MTQs should be addressed/embedded within your resume not to exceed seven (7) pages.

You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Director Procurement Services Staff. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.
MTQ 1: Executive experience leading and managing others within a large, complex procurement organization involving procurement planning and management of financial and acquisition programs to include defending budgets and acquisition strategies for national programs.
MTQ 2: Expert knowledge of concepts, principles, practices, policies, rules and regulations as they relate to procurement operations and programs in accordance with applicable laws, statutes, OMB Circulars, and the Federal Acquisition Regulation (FAR).
Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted.
Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Candidates must still satisfy the MTQs of the position.

Basic Education Standards for positions in the 1102 series :
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

  • Applicants must have completed a four-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Basic Qualification Requirements For Senior Contracting Officials
This position is considered a Senior Contracting Official position. Before an incumbent may be assigned to a critical acquisition position as a Senior Contracting Official, the incumbent must:
