Responsibilities The primary purpose of this position is: To exercise second level supervisory and managerial authorities as the senior civilian at the 15th Wing (15 WG) as Executive Director. Serves in a key staff professional position as the Wing's senior civilian and senior adviser to the 15 WG Commander. Lead, guide, direct and monitor activities for assigned wing staff agencies, including group-level administrative support (non- command) for wing staff agencies, and coordinate support with 73 partner units on behalf of the 15 WG Commander. Provides broad operational leadership, advice, expertise, and guidance throughout the organization and its associated groups in the areas of continuous process improvement, organization and staffing, and administrative support at JBPH-H. Plans, organizes, and oversees the Staff activities of the 15th Wing with direct oversight of training, readiness, and plans functions. Exercises supervisory personnel management responsibilities. Represents the 15th Wing (15 WG) with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements.   • Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.   • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions; In-depth knowledge of personnel management, Equal Employment Opportunity, and safety and security regulations, practices, and procedures; In-depth knowledge and experience in Process Improvement or Project Management or Business Continuity (e.g. Six Sigma, Project Management Professional, Certified Business Continuity Professional, etc.); knowledge in formulating organizations, manpower, personnel, financial, and safety policies for all mission areas and developing policies and management of matters pertaining to resource management, plans and programs, regulatory and procedural compliance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
