Minimum Educational Requirements
- Shall have a master’s degree in school administration or educational leadership.
- Shall have a bachelor’s degree in education.
Minimum General Requirements
- Previous experience in personnel functions preferred.
- Ability to speak and write effectively.
- Ability to work harmoniously with both support and certified staff.
- Ability to function effectively on a management team.
- Shall possess a valid Michigan Administrative Certificate.
- A minimum of five years of successful administrative experience in education preferred
Purpose of the Position
The purpose of this position is to provide overall management of both certified and support personnel, including the administration of personnel policies, procedures, and labor contracts/manuals for all groups.
Dimensions of the Position
The position is district-wide and encompasses all employees, both certified and support staff. The administrator in this position is in direct control of all employees’ records, reference forms, and credentials.
Major Responsibilities
- Recruitment, selection, and hiring of all employees.
- Supervise the proper certification of all certified staff in accordance with the certification codes of the State.
- Supervise the orientation of all new employees.
- Perform other duties as directed by the Superintendent and/or Deputy Superintendent of Schools.
- Provide leadership in determining the employee needs of the district.
- Administer all staff personnel records.
- Direct the placement of student teachers.
- Collaborate and coordinate the New Teacher Training program with Deputy Superintendent and Curriculum Director
- Assist in the preparation of recommendations for probation and/or discharge of all employees.
- Administer requests for leaves of absence for all personnel.
- Recruit, maintain active files, supervise the assignment of, and evaluate the performance of all professional substitutes.
- In coordination with the Deputy Superintendent, serve as an administrative representative in employee negotiations, contractual interpretations, and grievances.
- Assist administrators in staff evaluations.
- Supervise the administration of contractual agreements with all personnel.
- Prepare local, state, and federal reports as requested.
Essential Duty Descriptors:
- Employer contract matters for all organized units including bargaining, contract interpretation policy implementation, grievance matters, vacancies, hiring, dismissal, plans of improvement, non-tenure/tenure issues, work rules, discipline, retirements, resignations, salary & pay schedule/verifications, absence verification and all other issues covered in union contractual agreements (requires collaboration and coordination with district attorney).
- Board policy implementation matters including serving as Office of Civil Rights hearing officer, safe school data, sexual harassment training, implementation and data collection, technology agreement implementation and recording, retention of all personnel files, including related employee matters, and complete understanding of Board Policies and their administrative regulations. Perform all duties associated with Strategic Plan.
- Other human resource responsibilities include supervising sick bank procedures, overtime approvals, technology approvals, supervise substitute coordinator, personnel assistant, and front desk procedures, guiding REP data collection/submission, County Negotiator member, Administrative Council member, and all other duties as assigned.
- Employment conditions for all district employees, including but not limited to, recruitment with a focus on minority recruitment, qualifications as Highly Qualified and/or certified for positions, all employee training, adherence to employment procedures, mentoring, evaluations, background investigations, certification requirements (including renewals), stipend authorization and all other matters associated with new employees or continuing employment of staff, both contracted and technical staff.
