Job Description

Goochland County is located in the heart of Central Virginia. Description

Goochland County is accepting applications to fill the position of Director of Information Technology. This position preforms difficult and complex tasks and provides comprehensive leadership and management responsibilities for the Information Technology Department to include GIS functional areas. By providing direction, coordination, and administrative oversight of all data processing, information/communication/telecommunication network systems and related technology and activities in the County. This position is responsible for establishing and prioritizing technology initiatives that support and align with the County’s mission and strategic goals.


Essential Functions

  • Performs needs and risk assessments to determine both tactical and strategic plans for maintaining efficient, secure, and updated technology for the County’s technology infrastructure.
  • Oversees the development, implementation, and management of an integrated County-wide system of information systems and networks.
  • Coordinates and provides information technology training for County staff for Countywide systems and programs.
  • Oversees, manages, and implements audio visual systems for all County facilities.
  • Provides technology leadership by providing organization-wide vision, focus, and alignment of information technology with the business of the County, engaging in building departmental partnerships for leveraging technology resources and analyzing and developing strategies that may impact the County.
  • Develops and maintains good public relations with other department heads, vendors, suppliers, and other Information Technology managers in business and industry.
  • Performs other assigned duties.
  • Develops and oversees the enforcement of Information Technology policies, procedures, and standards to ensure compliance with technology best practices and regulations (e.g. HIPPA, PCI, VCIN, HB2178).
  • Develops and presents Department’s operating and capital budgets and presents to County Administrator and Board of Supervisors.
  • Attends County, staff, policy, and community organization meetings as needed and as directed to represent the agency and speak to matters relating to the agency’s mission, directives and goals.
  • Participates in Emergency Operations Center activation.
  • Oversees maintenance, management, and access to the County’s vertical assets (Towers) and in support of the County’s Public Safety Radio system.
  • Oversees the maintenance and enhancement of disaster recovery systems and security system/controls for the County’s computers and network to offset the increasing threats of intrusion, and disruption experienced universally.

Knowledge, Skills and Abilities

  • Skill in troubleshooting and problems-solving
  • Knowledge of GIS and the role that it plays in supporting government activities. Knowledge and use of ESRI GIS products and solutions is preferred.
  • Skill in providing proven leadership to build teams that interact effectively.
  • Ability to determine departmental and County-wide needs of information systems and to formulate an effective program to meet these needs.
  • Skill in effective communication, both verbally and in writing.
  • Knowledge of the principles and practices of information systems and technology and their application in the services of local government required.
  • Skill in working with all types of commonly used and applied information systems/network technology.
  • Knowledge of employee management and financial administration.
  • Ability to plan, assign, and monitor the work of and effectively supervise staff.
  • Ability to establish and maintain good working relationships with County officials, department heads, other key personnel, vendors, and manufacturers.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Ability to work on multiple project topics simultaneously required.
  • Knowledge of the functions and operations of County departments.

Education, Experience and Training

  • Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.
  • Or equivalent training, education, and/or experience; and
  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or related field;
  • Experience in the public sector, preferably local government is preferred;
  • Eight (8) years of progressively responsible information technology experience, including five (5) years in a supervisory or management position;
  • Certifications in CCNA Cisco, MCP, MCSA, MCSE Windows server preferred.
