Job Description

The Director Controlled Substance is responsible for leading the development, strategy, implementation, and execution of the Company’s Controlled Substance Program based on Federal and state regulations of controlled substances. This role collaborates with internal stakeholders to ensure that Company programs are aligned with strategic priorities, and implemented in accordance with applicable local, state, and federal laws and regulations.

  • Responsible for the oversight, monitoring, auditing, and participating in the revision of policies and procedures pertaining to the records required to be maintained by Patterson during the receipt, storage, distribution, and disposal of controlled substances at the Company’s locations. Ensure that periodic inventories and reports for controlled substances, as required by the DEA and various state regulators, are accurate and submitted to the Chief Compliance & Regulatory Officer and other key internal and external stakeholders, as needed.
  • Investigate allegations of non-compliance and non-conformance reports
  • Coordinate investigations of suspicious controlled substance orders and/or allegations of theft of controlled substances with Global Compliance team members.
  • Ensure that records related to controlled substances during the Company’s business operations are compliant with federal and state-controlled substance laws and regulations, as well as Patterson’s internal policies and procedures through the auditing and monitoring process.
  • Partner with and influence business unit leaders and other key stakeholders to identify, manage and mitigate existing and potential regulatory risks and to develop a regulatory compliance culture across the enterprise.
  • Create and provide controlled substance compliance training to relevant personnel.
  • Perform other duties as assigned.
  • Develop, implement, manage, and maintain a robust Controlled Substances Compliance Program across our network.
  • Coordinate priorities with elements of Patterson’s logistics to ensure that controlled substance products are transported in the manner prescribed by DEA regulations to prevent diversion.
  • Develop, implement and maintain on-going monitoring program, leveraging data and analytics.
  • Demonstrate expertise and excellence in understanding Federal and state Controlled Substance laws and regulations.
  • Conduct an assessment of current state and develop a strategic go-forward plan for optimization or implementation, as applicable.
  • Oversee ARCOS reporting processes in accordance with DEA mandates
  • Serve as a subject matter expert on all records and reports related to controlled substance operations as required by federal and state regulations.
  • Develop and implement a robust internal audit strategy based and manage a third party auditor; ensure findings are remediated in accordance with Federal and state laws across the network.
  • Work collaboratively across businesses and teams to develop and implement regulatory requirements and strategies.
  • Oversee the handling of loss/theft of controlled substances; collaborate with theft report filings with the local DEA office when needed.
  • Serve as Patterson’s liaison with DEA at Federal and state level.
  • Leverage deep and current understanding of regulations impacting the Company; develop and successfully implement operational initiatives accordingly.
  • Collaborate with the Chief Compliance & Regulatory Officer and other key stakeholders on preparing and making timely and accurate reports to federal or state regulatory authorities, as needed.
  • Ensure suspicious order monitoring process remains compliant.

Job Qualifications

Required Qualifications

  • Strong project management and collaborative skills; ability to lead and facilitate projects including multidisciplinary meetings and to resolve matters on a timely basis.
  • Expertise in establishing and managing internal audit and monitoring programs leveraging data and analytics, in accordance with DOJ guidance for effective compliance programs.
  • Deep and demonstrated knowledge of and expertise in Federal and state laws and regulations regulating controlled substances, particularly those related to the purchase, sale and distribution of controlled substances.
  • A minimum of ten (10) years’ experience working in regulatory compliance and/or operations, with prior experience managing controlled substance programs.
  • Bachelor’s Degree in Business, Regulatory or Compliance, Operations or related field.

  • Juris Doctorate strongly preferred.
