POSITION DUTIES

The Director of Apprenticeships and Industry-Recognized Credentials is a critical leadership role within the Office of College and Career Pathways. This position provides subject matter expertise, oversight, and support for the high school level of a registered youth apprenticeship program, all aspects of the industry-recognized credentialing programs, and generalized support for all career and technical education (CTE) pathways. The Director will play a central role in the implementation of the Maryland State Department of Education’s (MSDE) multiyear strategic plan and Blueprint for Maryland’s Future as it relates to ensuring that 45% of all high school graduates earn an industry-recognized credential and/or complete the high school level of a registered youth apprenticeship program.

The Director is responsible for ensuring that all students across the state, particularly those who have been historically underserved, have access to and can excel in high-quality pathways. These pathways include opportunities to earn in-demand industry-recognized credentials and participate in registered apprenticeships that meet workforce needs. The Director will manage the development and deployment of best-in-class, research-based support to Maryland’s local education agencies (LEAs) to implement highly effective, innovative school models and master schedules that support all students' participation in apprenticeship programs and/or the earning of industry-recognized credentials.

The position requires close collaboration with a variety of key stakeholders, including industry partners, governmental entities, institutions of higher education, nonprofits, and community-based organizations. The Director will oversee the development and implementation of high-quality programs and initiatives, analyzing program outcomes and scaling successful apprenticeship and industry-recognized credentialing programs across the state.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in education or a related area from an accredited college or university.

Experience: Five years of experience in coordinating or administering education programs or services, including two years of experience directly related to management of a secondary school apprenticeship program.

Notes:
1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education or a related area for two years of the required experience directly related to the position option.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.

  • Experience providing professional development opportunities.
  • Experience developing relationships with business partners, non-profits, community-based organizations or programs designed for workforce and/or apprenticeship programs.
  • Experience working with industry-recognized credentialing programs.
