The Director of Administrative and Support Services is a key management position in the Facilities Services (FS) Department at the University of Tennessee, Knoxville (UTK).This individual will be a visionary member of the leadership team in Facilities Services at an institution that is on the road to becoming a Top 25 public research university.


The Director of the Administrative and Support Services Unit plans, implements, directs, and oversees all administrative, financial, procurement, warehousing, and human resources activities of the Facilities Services (FS) Department, the largest nonacademic department within the UT Knoxville campus. Position responsibilities include FS Departmental budget development, implementation, execution, and management; personnel management and staffing;strategic planning, guidance, and policy support. The overall oversight and management responsibilities of the Director of the Administrative & Support Services Unit are categorized into three primary areas: Financial Support Services; Material Procurement/Receiving and Warehousing/Inventory Management Services; and Personnel Management, Recruitment and Administrative Support Services. These primary areas of responsibilities are conducted within three subunits each of which is overseen by a Manager reporting directly to the Director: Business Services Office, Central Supply Office and Warehouse, and the Human Resources Office.The Director directly reports to the Executive Director of Administrative Services of the FS Department.

Essential Duties And Responsibilities Include


  • Serves as the FS Departmental approval for all HR transactions/ personnel actions.
  • Develops, implements, executes, progresses, and manages the state allocated E&G budget and WBse Restricted Accounts budgets for the FS Department.
  • Ensures that work activities of the unit support the strategies and mission.
  • Works with Departmental Senior Leadership to set mission and develop strategies.
  • Serves as the FS Departmental approval for all fiscal activities and expenditures.
  • Ensures that necessary staff members are in place to support mission and work activities.
  • Provides FS Departmental Unit Directors and FS Departmental Staff guidance and direction on fiscal, procurement, and HR related matters as necessary.
  • Oversees the Human Resources Office providing direction and guidance as needed to ensure compliance with University HR policies and procedures, State Labor Laws, and to ensure a skilled and highly qualified workforce is available to meet the needs and support the mission of the University.
  • Develops goals and objectives for the unit based on mission and strategies of the FS Department and the UT Knoxville Campus.
  • Serves as the departmental central point of contact for fiscal and budgetary inquiries providing the communication link for fiscal matters on behalf of the FS Department Associate Vice Chancellor.
  • Provides oversight of expenditures and/or obligations of financial resources of the FS Department, including post award oversight of sponsored research programs and grants to ensure compliance with appropriate fiscal policies and procedures.
  • Oversees financial operations of the Business Services Office to include accounts payables, accounts receivables, contracts, account reconciliations, and payroll.
  • Directs administrative implementation of fiscal and personnel policies and procedures.
  • Oversees the Central Supply Office and Warehouse procurement activities and warehousing functions for the FS Department providing direction and guidance as needed to ensure the most effective warehousing operations and most cost effective/ efficient procurement strategies.


Minimum Requirements


  • Minimum of eight years of combined managerial experience and experience in a business related field such as accounting, business management, or finance.At least five years experience in a supervisory position.
  • B.S. degree in business administration or related field.
