JOB TITLE: Director, HR Data Science
SALARY RANGE: $117,785- $154,593
HAY POINTS: 954

SUPERVISOR: Deputy Chief HR Operations & Analytics
LOCATION: 2 Broadway New York, NY 10004
HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)


This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.


Summary
The Director of HR Data Science is expected to be a key leader in business and data analytics providing critical insight to the business units’ ongoing reporting deliverables in a fast- paced and deadline-driven environment. Oversees and directs the management, development, integration, and alignment of data analytics and business intelligence necessary for supporting the mission, vision, strategic efforts, objectives, and goals of the business. The position leads programs from inception to completion and delivers high-quality data solutions to grow the company. Builds relationships and partners with leadership stakeholders to design, develop and implement data-driven insights that inform critical and strategic decision-making. Leads a team who will work in partnership with HR technology and business stakeholders across different business lines or functions to understand their front to back business processes and data architectures, identify inefficiencies and opportunities for automation, apply process engineering and automation methodologies to achieve MTA Transformation Plan objectives. Oversees HRIS Operations, HR statistics, and data engineering responsibilities across the agencies. Proposes strategies and resolves multi-faceted MTA-wide issues relating to data systems and business requirements. Assists in developing and implementing MTA short range goals, objectives, policies, procedures, and long-term vision. Leads the design, development, implementation, and direction of the Authority-wide Human Resources Information Management systems. This is to ensure that all Human Resources transactions and incumbent data are processed accurately and on a timely basis according to the policies and procedures established by the Authority, Federal, State and the City of New York legislation. These transactions need to be cost effective, competitive, and in compliance with current statutory requirements.


Responsibilities

  • Develops and implements business process analytics, data architecture design and development, as well as the implementation of workflow, enabled solutions.
  • Delivers reliable workforce data with corresponding workforce reporting and analytics. Subject matter expert on the data model/structure who performs meaningful analysis and apply it to business needs.
  • Partner with colleagues and customers to achieve meaningful discussions regarding data outputs and feedback on usage activities to improve HR performance. Collaborate with stakeholders for any ad hoc requests or modifications to existing reporting solutions and dashboards.
  • Drives departmental culture and promotes data-driven decision-making, consumer-driven analytics, marketing, and investment planning across the business. Communicate strategy and technology roadmaps to key partners.
  • Manages and/or creates data models, customer-specific dashboards and analysis to enable data driven process HR impact assessment and recommendations for process optimization through use of enterprise modeling capabilities including but not limited to Process Mining
  • Leverage recognized technical and business expertise to influence, guide and shape business strategy and decision making at the highest organizational levels.
  • Leverage strong technical focus and demonstrable experience of architecting technology solutions along with deep HR business knowledge to realize tangible business benefits through adopting the data strategy and architecture principles working in partnership with Enterprise IT stakeholders
  • Leads the evaluation, design, implementation, and management of innovative emerging digital HR technologies like Process Mining, Task Mining, Business Process Management & Optimization. Knowledge of Robotic Process Automation a plus.
  • Other duties as assigned.
  • Develop and implement HR technology strategy to support business needs. Builds a profile of data and analytics by providing clear data and analytics stories and spreading them across the business environment. Develop predictive models for attrition, high performance and recruiting demands.
  • Directs and supports team in performing business process analysis using process mining tools to create process maps, identify process variants & bottlenecks, and come up with meaningful insights about HR processes.

Qualifications

  • Travel may be required to other MTA locations or other external sites
  • Overall strategy and approach is made in consultation with departmental management and/or HQ Senior Management.
  • Experience with data-centric tools and technologies. For example: Data Lineage, Dictionaries, common data access APIs, golden source identification / master data management, ontology/taxonomy development, Data DevOps, Metadata management.
  • Attainment of or in the process of attaining advanced HR certification such as SPHR or SHRM-SCP or equivalent certificate or experience.
  • Develop short and long-range operating objectives, organizational structure, staffing requirements, and succession plans.
  • Makes recommendations for policy and procedural changes with final approval from the Chief.
  • Has high level of authority for the decision making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant Business and Policy issues by the Deputy Chief / Senior Management. Has decision-making authority over their functional area.
  • Works within clearly defined policies, principles, and specific objectives in consultation with departmental management.
  • Partner with functional HR leaders to define technology strategy and create and implement processes to improve the effectiveness of the team while providing a strong level of customer service.
  • Familiarity with HRIS systems such as PeopleSoft in the following functions: Benefits, Employment, HRIS, and Training.
  • Use a combination of technology, data, and teamwork to provide well-crafted solutions that anticipate needs across HR functions, system development/IT, HR operations, and support teams.
  • Experience with curating, organizing, and classifying the data with appropriate concept models and developing taxonomies and/or ontologies in RDF/OWL or other formal knowledge representation systems Must have knowledge of cloud-based systems implementation and management.
  • Familiarity with best practices in the field especially with respect to large organizations
  • Experience working with various front-to-back groups such as Strategy, IT, Operations, Finance, and Supply Chain and an understanding of data-centric issues that these groups face and possible solutions.

  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
  • Demonstrated ability to work with all internal levels within a given organization.
  • Must have knowledge of HR, Payroll, and Finance business processes as well as intra and inter departmental functions.
  • Excellent communication skills.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively. Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Demonstrated analytical capabilities and quantitative skills.
  • Understanding and experience with BPMN to model As-Is and To-Be business processes.


Education and Experience

  • Minimum 10 years related experience, including at least 5 years in a managerial, project manager and/or product manager role in a large, multi-faceted, fast-paced technology organization, or consulting firm.
  • A minimum of 1 year process mining or engineering experience using Celonis or similar product.
  • A minimum of 3 years of hands-on working experience with varied and complex data sets building ETL (extract transform load) processes using scripting language like SQL, Python.
  • Bachelor’s degree in Computer Science, Statistics, Computational Mathematics, or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree.
  • A minimum of 2 years of Business Intelligence (BI), Data Management, Data Mining experience, and MS Power BI.


PREFERRED

  • Proficient and have hands-on experience with Oracle Analytics Cloud.
  • Master’s degree in computer science, computational mathematics, or closely related field from an accredited college or university.
