LOCATION OF POSITION

MDH Potomac Center, Hagerstown MD

Main Purpose of Job

As Cottage Manager, this position's initial assignment will be to assume managerial responsibilities 24/7 residential unit to which are assigned varying numbers of male/female forensic clients and for which programs, standards, and protocols have been specially adapted and specifically implemented. The Cottage Manager will be charged with ensuring that the treatment of and services provided special forensic population are at all times consistent with the following representative requirements: 1. ICF/IID regulations, HEALTH CARE ARTICLE provisions and CMS; 2. Office of Health Care Quality Guidelines; 3. Center’s Policies/Procedures governing staff deportment; Individuals’ Rights and Entitlements; Abuse; et al. 4. Court orders especially in terms of any imposed restrictions/limitations or express/ implied judicial expectations; and 5. Security/safety measures specifically identified and implemented to ensure welfare of clients, staff and community-at-large.

Vaccine Requirement: Per the emergency regulation issued by the U.S. Centers for Medicare & Medicaid Services (CMS) (86 FR 61555), and as permitted to go into effect by the U.S. Supreme Court on January 13, 2022, all staff of the MDH Healthcare System facilities required to show proof of first dose or single dose of COVID-19 vaccination 14 days after start date of employment. Staff includes, but is not limited to, regular and contractual employees, contractual staff, volunteers, and other state employees performing any duties at the facility. All staff are required to complete the full shot regimen, including any booster shot, as clinically indicated in order to satisfy this requirement. Candidates with an approved medical or religious reason for vaccination exemption must provide proof of exemption prior to appointment.

MINIMUM QUALIFICATIONS

Experience: Five years of experience, four years of experience providing residential services in a developmental disability or similar behavior modification setting and one year of experience supervising residential services staff.

Notes: 1. Candidates may substitute the completion of 60 credit hours from an accredited college or university with a minimum of 15 credit hours in health or human services, education or the behavioral sciences and four years of experience providing residential services in a developmental disability or similar behavior modification setting to include one year of experience supervising residential services staff for the required experience.

2. Candidates may substitute possession of an Associate of Arts degree from an accredited college or university with a specialization in the treatment of developmental disabilities in a mental health or closely related curriculum to include a supervised clinical practicum in a developmental disability or similar behavior modification setting and two years of non‑supervisory experience providing residential services in a developmental disability or similar behavior modification setting for four years of the required experience.

3. Candidates may substitute possession of a Bachelor's degree from an accredited college or university with a specialization in the treatment of developmental disabilities in a mental developmental disability or similar behavior modification setting for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Hospital Corpsman classifications or Health Care Specialist and Medical Services specialty codes in the health related field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience supervising direct care staff and working with the intellectually disabled and forensic population.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be required to successfully complete training in and maintain current cardiopulmonary resuscitation certification.

SPECIAL REQUIREMENTS

Employees in this classification are subject to call 24 hours a day and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.
