Serve as supervisor of the Charleston County Facilities Project Management professional staff; responsible for performance of professional work to build, repair, or upfit County facilities to include all major functional areas of planning, investigation, design and engineering management, construction contract administration, quality assurance, commissioning and transition of completed projects to Asset Management and Operations staff.


HIRING SALARY: $80,579 - $105,601 (Estimated Annual Salary)

Duties And Responsibilities


  • Balance project management workload to promote maximum productivity and effectiveness.
  • Report problems and conditions affecting progress, cost or quality to the Design and Construction Manager.
  • Lead a multi-disciplinary team of professionals on a daily basis in the performance of their duties. Perform supervisory personnel performance management to include hiring, developing, rewarding, disciplining, and reviewing employee performance to ensure performance meets organizational standards.
  • As issues arise evaluate and report on contractor's remedial actions. Make recommendations to the Procurement Office of any action to be taken where intervention is necessary.
  • Monitor the administration of all assigned projects, ensuring each is completed on time and within budget.
  • Assign all new work requests and ensure timely development of new requests into viable projects.
  • Evaluate and report on construction and AE service contract performance in accordance with policy.
  • Coordinate proper and timely review of contract documents for constructability, operability, resiliency and sustainability.
  • Serve on the disaster team within the Emergency Operations Center during emergency activations.
  • Participate in programmatic planning to estimate required funding and recommend prioritization of work.
  • Review progress payments and contract modifications for accuracy and completeness.
  • Assist PMs in negotiating with contractors, design professionals, occupants, and users as needed to resolve difficult and complex issues.
  • Oversee the administration of all contracts to confirm compliance with procurement ordinances.
  • Create and maintain a standardized project management plan and processes for managing stakeholders, communication, schedule, cost, risks, and quality.
  • Perform other duties or assume other responsibilities as assigned.
  • Supervise quality assurance processes in accordance with established policies.
  • Serve as direct liaison with other departments to validate requests, inform users and manage expectations.


Success Factors


  • Additional certifications including professional licensure, PMP, LEED-AP, CFM, CCM
  • Previous experience in a leadership role with strong and proven supervisory skills
  • Excellent organizational and time management skills
  • Familiarity with construction/project management concepts, processes and/or software
  • Mastery of interpersonal skills; including communication, negotiation and conflict resolution
  • Familiarity with quality management and health safety standards


Minimum Qualifications


  • Minimum of 10 years experience as construction project manager that demonstrates an i n-depth understanding of construction procedures and project management principles
  • Masters degree in Engineering, Architecture, Project Management, or Construction Management

WORKING CONDITIONS:


  • Job involves working inside a county facility with some occasional outside work. Exposure to cold, heat and elements of weather and nature may be encountered.
  • Job may require gaining access to and working on rooftops.
  • Job requires operating a County vehicle.
