Job Description
Summary The Deputy Director works in concert with the Director, and senior management of National Museum of the American Latino (NMAL), to conduct the Museum's mission. The Deputy Director is directly responsible for management of NMAL’s financial and administrative management personnel, revenue generation, IT, physical plant and safety, security, custodial, and visitor operations-including the integration of these functions into the planning, design, and construction of the physical Museum. Responsibilities The Deputy Director is responsible for the day-to-day oversight of the Museum, its programs, and operations. S/he works with the Director at times as a liaison to the NMAL Board of Trustees and to other Committees within and external to the Smithsonian Institution ("SI" or Smithsonian"). Additionally, the Deputy Director, together with the Director, coordinates planning, logistics, and relevant programmatic support with senior staff in areas of curation and exhibitions, collections management, acquisition and conservation, web content and publications, and education and public programs.


  • Together with the Director, the Deputy Director coordinates the activities of the NMAL Board of Trustees, working closely with the Board, and various other committees to develop a strategic plan and broad operating objectives and policies. These activities include overseeing preparations for Board meetings; including drafting agendas and ensuring that all logistical arrangements have been made. Represents the Director as needed.
  • Responsible for administrative program oversight of all Offices within NMAL: Finance and Operations, External Affairs, Content and Interpretation, and Audience Engagement. Furnishes policy guidance and direction to subordinate supervisors and ensures that they fulfill their supervisory responsibilities effectively in all aspects of human resources management program. Advises on appropriateness of proposed individual personnel actions and appropriate courses of action to resolve personnel management issues or concerns.
  • Demonstrated skill in leading a multi-disciplinary and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining, motivating, and providing guidance to a diverse workforce; and implementing EEO/Affirmative Action policies and programs. Education Additional Information SUPERVISORY CONTROLS The Deputy Director receives general supervision from the Director, who provides broad guidance in terms of overall policy, program objectives, and delegated authority. Within this framework, the incumbent plans and fulfills responsibilities with a high degree of independence. Major policy questions or controversial issues are discussed with the Director for decision or guidance. On a regular basis, the incumbent informs the Director of all significant program activities and potential problems. Performance is evaluated in terms of overall effectiveness in achieving program goals. SECURITY LEVEL This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust / HIGH RISK. This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication to continue in the position.   • Demonstrated skill in executive level budgeting and resource management.
  • Demonstrated leadership and familiarity with museums and their functions such as exhibitions, collections management, conservation, and public programs.
  • Responsible for monitoring the financial execution of the budget of the Museum in relation to actual expenditures and prepares and submits to the Director timely performance reports. Sets or recommends priorities for annual budget call. Develops justifications and supporting documents for budget submission and recommends strategy for budget presentation. Directs and coordinates the development of museum business activities, including collaboration with Smithsonian Enterprises, to develop effective and efficient operations and to maximize revenues from these sources. Explores and develops collaborative relationships with external business partners, appropriately initiating or negotiating required contractual agreements.
  • Leadership experience at the managerial level with strategic planning, setting goals and measuring performance, planning and implementing programs and projects, and establishing reporting protocols.
  • Ensures compliance with all Smithsonian policies and directives and ensures coordination with central Smithsonian offices, including the Office of the General Counsel, regarding congressional relations, Board of Regents matters, personnel, contracting, accounting, management and budget, facilities services, sponsored projects, and others. Works with Director to alert the Office of the Under Secretary for Museums and Culture of any issues, anomalies or concerns that may affect the proper functioning and reputation of NMAL and/or the Smithsonian.
  • Represents the Director at times at both internal and external meetings, events, and conferences as necessary. When designated, acts as Director of the Museum in his/her absence, assuming full authority and responsibility for the overall management of the Museum. Qualifications BASIC QUALIFICATIONS Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field. SPECIALIZED EXPERIENCE In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated leadership skills in managing the financial and administrative functions of a museum or cultural organization. The applications that meet the basic qualifications and will be evaluated further against the following criteria:
  • Works closely with the Director in the overall planning, direction, and management of the Museum's programs and operations. Together with the Director and the Associate Directors, the Deputy Director sets priorities, plans, and implements programs, develops, and manages resources, supervises staff, and oversees the administration of the Museum. Collaborates with the Director in the development or modification of policies and plans for the Museum and decisions regarding program direction and emphasis. Takes lead in the development of resource plans and policies regarding budget formulation and personnel allocation. Develops or adapts procedures and controls to give the greatest support for program operations consistent with legislation, regulations, and policy requirements of the Smithsonian and other funding agencies.
  • Supervises assigned staff in the areas of financial management and administration, human resources, revenue generation, physical plant and safety, security, custodial, and visitor operations – or the development thereof during the planning, design, and construction of the Museum. Performs the full range of supervisory responsibilities, including assignment and review of work, performance management, leave administration, employee development, and resolution of employee/labor relations issues. Ensures adherence to the principles of equal employment opportunity. Supports diversity in hiring practices, training and development and daily supervision. Coordinates the Museum’s needs and operational assessments regarding the planning and construction of the Museum with Smithsonian central offices such as Smithsonian Enterprises and Smithsonian Facilities.
