About The Position


The Deputy Elections Director provides executive-level planning and assistance to the Elections Director with the overall planning and management of the operations for Maricopa County’s Elections Department to achieve the department’s mission of providing access to the electoral process for citizens and candidates so that they have equal access and may readily participate in elections.


The Deputy Director is also responsible for planning, management, and administrative functions of candidate filing, campaign finance, tabulation operations, hand count operations, recounts, customer service desk, building security and safety, public records requests, and constituent services (e.g., political parties and city/town representatives). The Deputy Director oversees managerial staff who manage these functions.

We Require


  • Bachelor’s Degree in Business Administration, Public Administration or related field. Minimum of 8 years of elections administration or related experience including at least 4 years of directly related supervisory or management experience.
  • Education above the high school level or election-related experience may substitute for the degree requirement on a year-for-year basis.

  • Elections Center- Certified Elections Registration Administrator.
  • Extensive knowledge of Arizona Revised Statutes, Title 16 and 19.
  • Knowledge of policy and procedures for elections, voter registration, redistricting, county finance, budget, and accounting policies, and Federal and State Election laws


Job Contributions


  • Serves as liaison between the Recorder’s Office Information Technology division and the Elections Department, and establishes and manages service level agreements.
  • Manages the creation of the election calendar in accordance with statutory and operational timelines. Develops procedures to inform state agencies, county agencies, and local jurisdictions of required timelines.
  • Develops quality assurance procedures to assess and ensure responsible functions and/or programs comply with federal and state laws, administrative codes, the Secretary of States Procedures manual, county policy, contracts, and funding requirements.
  • Manages candidate filing and campaign finance operations, including candidate training efforts, recall elections, bonds and override elections, campaign finance investigations, candidate challenges, and related court testimony
  • Manages tabulation operations, including election setup procedures, ballot building, central count operations, precinct tabulation, logic and accuracy tests, recounts, and hand counts.
  • Reviews proposed State and Federal legislation for impact on the election process and provides recommendations. Oversees Federal Compliance Program, including submitting all voting materials and processes to the U.S. Dept. of Justice, Voting Rights Section.
  • Manages the coordination of Election Department public records responses with the County and Recorder’s Office.
  • Directs front counter customer services and coordinates building security with county security services and the County Sheriff’s Office.
  • Determines departmental funding needs, approves and submits the budget to the Director. Prepares operating budgets and exercises management control over expenditures.
  • Coordinates with the County Attorney’s Office to ensure that all annexations, elections, and redistricting activities are held in accordance with Federal and State legislation.
  • Manages and evaluates the performance of staff.
  • Manages major divisions and operations: candidate filing, campaign finance, tabulation, continuous improvement/quality assurance, hand counts, recounts, customer service desk, building security and safety, public records requests, and constituent services (e.g., political parties and city/town representatives).
  • Serves as a liaison and manages election service agreements with political parties, political subdivisions, city/town, special districts, and school districts.


Working Conditions


Must be eligible to vote in Arizona and successfully complete the next scheduled Secretary of State Election Officer Certification. Extensive mandatory overtime during the Primary/General Elections is required. Work primarily occurs in a business office setting. Ability to move objects lifting floor to waist (up to 25 pounds) and pushing/pulling (up to 50 pounds). Position requires analytical, oral, and written communication. You must demonstrate a high level of integrity, confidentiality, accuracy, ethical behavior, and professionalism.
