The candidate hired into this position may request to work remotely within Wisconsin up to 100% of their work time. In-person attendance at meetings within Wisconsin (primarily in Madison) will be required at times. Remote work options are subject to change based on business needs. High speed internet access is required to meet the needs of remote work.

This position is on-call 24/7 for issues that may arise. Calls are generally infrequent and are currently about one per month.

Position Summary


This position is considered an expert, the highest level of a technical database architect for professional IS work related to application data modeling, data architecture framework which includes enterprise data architecture strategy, data security, database policies and standards related to the work that supports all phases of the systems development life cycle.

The position is responsible for leading the BITS-UI Section DB2 and SQL server Database Administration (DBA) activities. The position works closely with developers, application architects and Technical Services DBA's to provide database modeling and design support, assisting application development efforts by ensuring performance, reliability, and stability of the database systems supporting the UI system applications. The position provides advanced expertise and guidance to the application development staff in distributed/non-distributed DBMS environments and overall data architecture. Required skills include demonstrated ability to plan projects, demonstrated ability to solve complex problems independently, excellent interpersonal skills, demonstrated knowledge of application development methodology (agile), demonstrated ability in data modeling, database design and analysis, database performance planning/evaluation, database process logic, and programming consultation.

This position will lead the development of internal section policy and procedures regarding data administration and data asset management practices and will work with the DB2 DBAs and Technical Services distributed (Oracle/SQL Server) DBAs to develop common and consistent policy and procedures for mainframe and non-mainframe database administration. This position will be required to assist in the on-call responsibility when applicable.

This position serves as a technical database liaison for development of highly sophisticated project designs and implementation of unknown and emerging technologies. Under the guidance of BITS management, the position plans, manages the database for development activities necessary to implement and support several long-range, multi-year, large projects for DWD Division of Unemployment Insurance (UI)

This position is responsible for ensuring that new and existing technical policies, standards, designs, requirements, and procedures are compatible with DWD and BITS related goals and objectives; Initiating new procedures and standards to ensure that the various UI internal and external-facing applications are maintained at a high level of reliability as technical advancements occur. This position has direct influence in the establishment and modification of process standards, policies and procedures, and strategies that influence various UI internal and external-facing functions throughout the sections and agency.

The position requires advanced working knowledge of leadership techniques, technical database administration duties, relational and dimensional data modeling, SQL programming, data security, and general knowledge of systems analysis, system design, and other programming languages like Cobol, and .Net.

This position will function with a high degree of independence, working under the general supervision of the BITS-UI Section Chief.

Salary Information

A 12-month probationary period will be required. The classification title for this position is IS Data Services Consultant/Administrator (schedule 7, range 32). This position is not represented in a collective bargaining unit and is exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Qualifications


It is very important that you specify your experience for the qualifications that are marked with asterisks (*) in your letter and resume as these qualifications will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

You need to have the following:

  • Experience tuning database and SQL queries
  • Experience developing and implementing database security standards
  • Experience troubleshooting and resolving database-related application issues.
  • Experience leading others (i.e., training, leading teams, projects, or workgroups, etc.
  • Oracle and/or Db2 database administration (e.g. design, implementation, maintenance, security, etc.);

Any of the following would be nice to have:

  • Experience in cloud technology (AWS, GKE, Spanner, Cloud SQL, BigQuery, etc)
  • Experience doing migration from one database to another (i.e., Oracle Netapp to Exadata, IDMS to Db2, Db2 to Cloud, Oracle to Cloud)
  • Microsoft SQL Database Administration.
